Rebuild by Design: Hoboken -- Transportation Elements

The Hoboken Rebuild by Design project proposal uses a combination of urban water management strategies to protect Hoboken, New Jersey, including the region’s transportation hubs, from flash floods and storm surge. Hoboken is a low-elevation, high-density urban environment on the west bank of the Hudson River that was severely flooded in 2012 when Hurricane Sandy hit the eastern coast of the U. S. The project uses a combination of flood defenses, green infrastructure (such as green roofs, constructed wetlands, rain gardens), and stormwater pumps to increase the city’s resilience to flooding.

Reimagining New York for a New Reality - Transportation Investments

In January 2014 during the State of the State address, New York’s Governor Cuomo announced a plan to invest $17 billion to rebuild New York’s infrastructure, including transportation systems, more resiliently in light of increasingly frequent extreme weather events. The comprehensive rebuilding program includes major reconstruction of the transit system, renovations to many old bridges, a new extensive weather detection system, and creation of a fuel reserve and backup power for gas stations along critical routes.

Plumb Beach Renourishment Project and Protection of Belt Parkway, Brooklyn, New York
2013
The Plumb Beach Renourishment Project involved the placement of sand on the beach to protect the Belt Parkway in Brooklyn, NY. The project, which is managed by the U. S. Army Corps of Engineers (Corps), is ongoing and is being implemented in two phases. In Phase I, the Corps nourished the beach with dredged sand and installed several geotube groins (sand bags) to prevent short-term erosion of the newly-deposited sand. Phase I was completed days before hurricane Sandy devastated the Northeast region.

New Jersey TransitGrid – Microgrid Project to Help Power NJ Transit

The New Jersey Governor’s Office of Recovery and Rebuilding, New Jersey Transit (NJ Transit), and the U. S. Department of Energy (DOE) partnered to lead the design of NJ TransitGrid, an advanced electrical microgrid for the NJ Transit system in order to make the state’s transit infrastructure more resilient in the face of future extreme weather events and other disasters. NJ TransitGrid, which is being implemented also in partnership with the Federal Transit Administration (FTA), will incorporate a natural gas-fired electric power generating plant as well as renewable energy and distributed generation.

NYC MTA Storm Surge Protection via Catastrophe Bond Market (New York City Metropolitan Transportation Authority)
July 31, 2013
After Hurricane Sandy, the Metropolitan Transportation Authority (MTA) sold a catastrophe bond in July 2013 to raise funds to manage flood risk to the system and offset any costs of future storm damage if the city is hit by another hurricane in the next three years. Sandy caused an estimated $4 to $5 billion in damages to MTA assets; as a result, insurance prices for MTA doubled. To finance protections from future storm surges, MTA issued $200 million in shares of catastrophe bonds to supplement traditional insurance, costing MTA $46 million a year.

New York Rising Community Reconstruction Program
The New York Rising Community Reconstruction Program has been established to provide additional rebuilding and revitalization assistance to communities severely damaged by Hurricanes Sandy and Irene and Tropical Storm Lee. To facilitate community resilience and redevelopment planning, the State has allocated $25 million for planning in the most affected areas. Those successfully completing a recovery plan will be eligible to receive funds to support the implementation of projects and activities identified in the plans.

New York City Build it Back Program
June 2013
The Build It Back Program assists homeowners, landlords, and tenants affected by Hurricane Sandy in 2012 within all five boroughs of New York City, New York by rebuilding homes damaged or destroyed by the hurricane. The City’s goal is to invest and create resilient neighborhoods through sustainable design, such as requiring new homes to be elevated above projected sea-level rise and flood heights. Registration for the program was announced on June 3, 2013, and as of the closing date for registration (October 31, 2013), the program received applications for more than 20,000 single‐family buildings; of which approximately 16,000 applicants completed the initial eligibility review.

Cape Cod Parking Lot Removal and Relocation
Several Cape Cod towns and the Cape Cod Commission have taken specific measures to adapt beach parking lots to the impacts of climate change, including extreme storms and sea-level rise that are causing increased beach erosion. These coastal communities are rethinking “quick fix” repairs to vulnerable parking infrastructure and are instead implementing a variety of soft and hard measures as more permanent solutions to long-term climate change impacts. Many of the town activities were captured in the adaptation blog “Great American Adaptation Road Trip” by Allie Goldstein and Kirsten Howard, graduates of the University of Michigan’s School of Natural Resources and Environment.
