New Orleans Comprehensive Zoning Ordinance, Article 23: Landscape, Stormwater Management, and Screening

May 2015

In 2015, the New Orleans City Council adopted a new Comprehensive Zoning Ordinance (CZO). Article 23 of the CZO addresses landscaping and stormwater management with the intended purpose of reducing the urban heat island effect, decreasing flooding and strains on the existing drainage system, improving water conservation, and protecting public health, safety, and welfare. Article 23 of the CZO does not directly mention climate change or climate adaptation, but does specify regulations that can improve the cities ability to manage stormwater in the face of increased precipitation and mitigate heat in the face of rising temperatures though green infrastructure.

Coastal Flood Risk and Climate Change Implications for New Jersey’s Senior Citizens

April 2015

This report, from the Rutgers Climate Institute, focuses on the social vulnerability and climate-related risks faced by the elderly population in New Jersey, defined as those over 65 years old. The authors focus on coastal flooding and storm surges, present-day impacts that are expected to intensify with continued climate change. The report describes the three characteristics of social vulnerability experienced by many seniors: limited mobility; compromised physical and mental health; and sometimes reduced resources, including income and assistance.

Massachusetts Port Authority Resiliency Program and Floodproofing Design Guide

April 2015

In 2014, the Massachusetts Port Authority (“Massport”) began the Massport Resiliency Program to protect Massport transportation facilities from flooding hazards caused by extreme storms and rising sea levels as a result of climate change. The program seeks to better prepare for the impacts of climate change by incorporating resilience principles into Massport’s business strategy and operations. As a part of this program, Massport created a Floodproofing Design Guide (“Guide”) that will help make the built environment resilient to sea-level rise and major flood events.

Presidential Executive Order 13690 - Establishing a Federal Flood Risk Management Standard and a Process for Further Soliciting and Considering Stakeholder Input

President Obama's Executive Order 13690 directs federal agencies to adopt new flood risk reduction standards for the siting, design, and construction of federally funded projects. The new rules will ensure that flooding from climate change will be taken into account in the development of federal projects and are expected to save taxpayers money in the long run by reducing federal disaster assistance spending following extreme weather events.

Draft Federal Flood Risk Management Standard Implementing Guidelines

January 30, 2015

President Obama issued Executive Order 13690, “The Federal Flood Risk Management Standard” in 2015 creating a new national minimum flood risk management standard to ensure that federal actions that are located in or near the floodplain consider risks, changes in climate, and vulnerability. The Order anticipates increases in both climate change impacts and the intensity of those impacts over time. The Guidelines provided by FEMA are for use by Federal agencies to guide the implementation of the updated Federal Flood Risk Management Standard (FFRMS).
