Central Texas Extreme Weather and Climate Change Vulnerability Assessment of Regional Transportation Infrastructure
January 2015
Led by the Capital Area Metropolitan Planning Organization (CAMPO) and the City of Austin, Texas, this assessment is one of 19 national projects funded by the Federal Highway Administration to pilot approaches to conduct climate change and extreme weather vulnerability assessments of transportation infrastructure, and to analyze options for adapting and improving resiliency. Using the Department of Transportation’s Vulnerability Assessment Scoring Tool, the report evaluates the vulnerability of nine critical transportation assets – including Austin’s MetroRail Red Line and interstate highways – to climate stressors such as flooding, drought, extreme heat, wildfire, and icing.

11th Street Bridge Equitable Development Plan, Washington D.C.
2015
The 11th Street Bridge Equitable Development Plan was developed in 2015 to address community development concerns around ongoing construction of the 11th Street Bridge Park, the city’s first elevated public park connecting Capitol Hill/Navy Yard in Northwest D.C. and the historic Anacostia/Fairlawn neighborhoods in Southeast D.C. – a project that has spurred concerns about investment-induced displacement and preserving the surrounding community’s environmental, economic, and cultural assets. The Equitable Development Plan proposes a cross-section of strategies to combat systemic inequities and displacement, including in housing, workforce development, small business development, and arts/culture. The plan, conducted in parallel with other local initiatives like the Douglass Community Land Trust, could help members of the community retain control of development and mitigate gentrification pressures, providing lessons across the city even as property owners and developers consider installing resilience upgrades and other investments to local housing stock.

Climate Interactive, Milwaukee Green Infrastructure Scenarios Tool
Climate Interactive, a “climate change think tank” has created a Green Infrastructure Scenarios Tool (GIST) for Milwaukee, Wisconsin, that allows for scenario testing related green infrastructure investment and future precipitation scenarios. The simulation allows users to test investments into different types of infrastructure for managing stormwater, and supports exploration of different possible future rainfall patterns, to see how investments might turn out under various future climate conditions.

Planning for a More Resilient Future: A Guide to Regional Approaches

This report argues that Regional Development Organizations (RDOs) are uniquely poised to support resilience planning by taking actions such as bridging governmental and functional boundaries, identifying funding opportunities, supporting planning, providing technical expertise, and helping to communicate key messages. It also makes the case that regional organizations have a pivotal role in rural landscapes where formal government capacity is weak. The report synthesizes the literature on resilience, describes the role of RDOs, and presents the latest developments around measuring resilience.

CalEPA’s Urban Heat Island Interactive Maps
CalEPA’s Urban Heat Island Interactive Maps: The California Environmental Protection Agency has released an interactive urban heat map tool that shows heat islands throughout the state of California. Using Google Earth, the tool color codes the heat of cities according to intensity, with green at the lowest temperatures, and red at the highest. Temperatures were taken over the summer of two years—2006 and 2013. One of the outputs the map provides is an urban heat index, which quantifies the extent and severity of an urban heat island in a particular area within a city.

NOAA Coastal Flood Exposure Mapper
2015
The Coastal Flood Exposure Mapper is an online mapping tool to view flooding hazards potential for the East Coast, West Coast, Gulf of Mexico, and Hawaiian coastal communities in the U.S. The mapper was developed by the National Oceanic and Atmospheric Administration (NOAA) to promote adaptation planning around coastal flood hazard risks and associated vulnerabilities.

Cleveland Climate Action Fund
2015
Cleveland, Ohio was awarded $60,000 through the Partners for Places program, to support the establishment of a model for developing and funding equitable neighborhood climate action projects, that will reduce carbon emissions and help build thriving and healthy communities. The Fund provides free educational climate action workshops and competitive grant opportunities for projects that advance neighborhood priorities while also furthering Cleveland’s climate action goals.

Delaware Valley Indicators of Potential Disadvantage Tool
2014
Delaware Valley Regional Planning Commission (DVRPC) is the federally designated Metropolitan Planning Organization for the Greater Philadelphia/Delaware Valley nine county, two state region. In 2001, DVRPC developed the Indicators of Potential Disadvantage (IPD) - an Environmental Justice (EJ) technical assessment to identify direct and disparate impacts of its plans, programs, and planning process on defined population groups in the Delaware Valley region. DVRPC describes that the Commission is committed to making federal Title VI and environmental justice a part of their planning process, integrated in all programs and plans, and a guide for public participation efforts.

The Community Resilience Planning Handbook offers the building blocks for creating individual Community Resilience Plans by providing resources and best practices for resilience planning. A RainReady Nation: Protecting American Homes and Businesses in a Changing Climate

With more intense storm and rain events putting stress on inadequate drainage systems in the U. S. , this report assesses urban flooding risks and describes why current efforts to respond are inadequate. It also outlines a climate change resilience strategy for addressing flood risks designed by The Center for Neighborhood Technology (CNT) called RainReady. Urban flooding is defined as “the inundation of property in a built environment, particularly in more densely populated areas, caused by rain overwhelming the capacity of drainage systems, such as storm sewers.
