California Dedicates $15 Billion for Climate Action and Protecting Frontline Communities

On September 23, 2021, California signed a $15-billion climate-investment package that includes 24 bills dedicated to tackling the climate crisis and protecting frontline communities in California. The bills address clean energy, wildfires, droughts, community climate resilience, sustainable agriculture, extreme heat, and sea-level rise, among other topics. As Governor Gavin Newsom explained, the bills aim to address “the climate crisis head-on while protecting the hardest-hit communities” in California.

Federal Real Property Asset Management: Additional Direction in Government-Wide Guidance Could Enhance Natural Disaster Resilience (GAO-21-596)

The U. S. Government Accountability Office (GAO) released this report, in response to congressional requests, to determine how agencies prevent or reduce natural disaster damage to real property. As the largest real property owner in the United States, the federal government has assets that are exposed to a high level of risk from extreme weather and climate-related events. The federal government has an opportunity to enhance natural disaster resilience of their real property through effective asset management.

North Carolina Sea Level Rise Risk Management Project
August 5, 2021
North Carolina is significantly vulnerable to sea level rise due to its landform and unique coastal habitats. The North Carolina Sea Level Rise Risk Management Project evaluated the potential changes in coastal flooding hazards due to rising sea levels and increased storm frequency and intensity, including changes to human and natural systems. The project produced a final report in 2012 describing hazards and risks, as well as preferred mitigation and adaptation options.

Critical Infrastructure at Risk: Sea Level Rise Planning Guidance for California’s Coastal Zone
August 2021
In August 2021, the California Coastal Commission (CCC), one of California’s three coastal management agencies, issued the Critical Infrastructure at Risk: Sea Level Rise Planning Guidance for California’s Coastal Zone. The guidance serves as an advisory document for the state and local governments, asset managers, and stakeholders in California to update plans and policies for critical transportation and water infrastructure to adapt to sea-level rise and flooding. The guidance is based on different studies held to be the best available science on sea-level rise in California, which includes a projection of a 6-10 feet of sea-level rise by 2100.

Lead with Listening: A Guidebook for Community Conversations on Climate Migration
In 2021, the Climigration Network, in partnership with a diverse team of researchers, released Lead with Listening: A Guidebook for Community Conversations on Climate Migration. The guidebook is a resource on climate migration and how to have effective dialogue about it. It addresses how various factors (e. g. , cultural, financial, and location) make conversations surrounding the topic of climate migration (also called “managed retreat” or “relocation,” among other terms) challenging.

Connecticut Public Law 21–115: An Act Concerning Climate Change Adaptation
July 6, 2021
On July 6, 2021, Connecticut Governor Ned Lamont signed into law Public Law 21–115: An Act Concerning Climate Change Adaptation to increase local resilience planning options, legal authorities, and financing for adaptation and resilience projects. The main components of this law authorize the creation of municipal stormwater authorities, and increase the authority of municipal flood prevention and climate resilience boards and their ability to collect and raise funds for climate resilience projects. In addition, the law expands the scope of the state’s "green bank," the Connecticut Green Bank, beyond clean energy to adaptation- and resilience-related projects, with an emphasis on prioritizing financing for frontline communities.

Hawaii Act 179 (Senate Bill 474): Relating to Real Property Transactions

On July 2, 2021, Hawaii Governor David Ige signed into law Act 179 (Senate Bill 474), which requires that sellers of real estate located in areas at risk of sea-level rise disclose this information to potential buyers (Haw. Rev. Stat. § 508D-15 (2021)). Policymakers passed the law to ensure that prospective buyers are aware of future risks to property related to sea-level rise.

Hawaii Act 178 (House Bill 243): Relating to Sea-Level Rise Adaptation
July 2, 2021
On July 2, 2021, Hawaii Governor David Ige signed into law Act 178 (House Bill 243), which directs the state’s agencies to collaborate toward identifying state facilities that are vulnerable to sea-level rise, flooding, and natural hazards (Haw. Rev. Stat. § 225M-__ (2021)). Act 178 also requires agencies to assess options to mitigate the impacts of sea-level rise to these facilities. The law affirms and updates the Hawaii Office of Planning’s role in providing “central direction and cohesion” as the leader of this interagency effort (Haw. Rev. Stat. § 225M-2 (2021)).

City of New York, New York: New York City (NYC) Rezoning Commitments Tracker

The New York City (NYC) Rezoning Commitments Tracker (Tracker) is an online tool that enables city residents to monitor the city’s progress in implementing several neighborhood-level comprehensive plans. The neighborhood plans, referred to generally as “rezonings,” include zoning code changes as well as city commitments to specific capital and programmatic investments. The tool can be used to both inform the city’s internal coordination and project management as well as provide external transparency for community members. The Tracker also serves to help users understand how zoning changes will manifest in tangible projects, translating the technical information from neighborhood rezoning plans into specific initiatives. Other local governments could consider developing and maintaining similar online tools to support and implement community-led decisionmaking processes including for adaptation and resilience.
