United States Naval Academy Installation Resilience Plan

The United States Naval Academy (USNA) and Naval Support Activity Annapolis (NSSA) released the US Naval Academy’s Military Installation Resilience Plan on April 27, 2023. USNA, located in Annapolis, Maryland, jointly developed the installation Resiliency Plan with NSSA to provide an adaptation strategy for infrastructure resilience to flood events. The NSSA provides operating support services to the USNA. This plan includes an integrated adaptation strategy, a project portfolio, and an execution strategy on a year-to-year basis that focuses on mitigating the impacts of rising sea levels and surges.

Jefferson Parish, Louisiana: Jefferson Parish Watershed Management Plan and Balancing Water Campaign

Jefferson Parish, Louisiana lies on a coastal floodplain of the Gulf of Mexico and has more water than land area. The parish is innovating to adapt to rising sea levels and more extreme flooding in the region, and created the Balancing Water Campaign to mitigate flood risk and improve its communities’ resilience. The approach to balancing water levels focuses on rethinking how to manage the impacts of stormwater and land subsidence to live with more water, while increasing natural drainage across the floodplain. The Jefferson Parish Watershed Management Plan was developed as a part of the Balancing Water initiative, to guide local decisionmakers with resilient floodplain management strategies for capital improvements, regulatory revisions, and land use, while emphasizing the use of green infrastructure and low-impact development. In addition, the parish is undertaking other complementary efforts like elevating flood-prone homes with the support of federal grants, and participating in the National Flood Insurance Program’s Community Rating System (CRS) program and a Jefferson Parish CRS Users Group to further local flood resilience initiatives.

Ascension Parish, Louisiana and St. Tammany Parish, Louisiana: Conservation Planning and Zoning

Ascension and St. Tammany Parishes are two parishes or counties in Louisiana that are using planning and zoning to promote floodplain management and conserve green spaces. Each parish is contemplating how to preserve suburban and rural character through planning processes. In addition, each parish has crafted code language that allows it to conserve rural spaces by discouraging sprawl and floodplain development and by downzoning or decreasing developable density outside commercial centers. Ascension Parish Master Land Use Plan In 2019, Ascension released an updated version of its Master Land Use Plan, which was approved by the parish’s Planning Commission.

City of Mexico Beach, Florida: Comprehensive Plan and Zoning Code
May 20, 2022
Mexico Beach is a small, coastal community in Bay County, Florida that has begun to adopt resilience measures following climate-enhanced disasters from hurricanes and flooding. Following Hurricane Michael, Mexico Beach amended its zoning regulations to require that new structures be elevated at least a foot and a half higher than the Federal Emergency Management Agency’s base-level flood predictions in both the city’s 100-year and 500-year floodplains. The city also partnered with the U.S. Environmental Protection Agency (EPA) to implement specific stormwater management projects, such as bioswales and retention projects, on certain streets. Smaller communities, such as in rural areas, and local governments can look to Mexico Beach as an example of how to incorporate resilience measures into zoning ordinances, especially in a post-disaster context.

2022 California Climate Adaptation Strategy

The 2022 California Climate Adaptation Strategy presents six state priorities and relevant actions to increase climate resilience at the state, regional, and local levels. The 2022 Strategy updates the conclusions and innovations put forth in California’s 2021 Climate Adaptation Strategy in an interactive website. The 2022 Strategy includes the six outcome-based priorities outlined in the 2021 Strategy and clearly explains the goals and actions that must be taken to achieve each of those priorities. Decisionmakers can incorporate California’s metrics into adaptation and resilience indicators in their own state, regional, and local plans or use the Strategy as a model to develop their own.

Planning for Urban Heat Resilience
April 2022
Planning Advisory Service Report 600 (PAS Report 600) of the American Planning Association, Planning for Urban Heat Resilience, was published in April 2022 to shed light on the growing and inequitable threat of heat and provide a plan for cities worldwide to increase urban heat resilience. It recommends that planners use existing regulatory tools and plans to manage and prepare for heat. The report also provides planners with background knowledge, frameworks, and a catalog of approaches to dealing with heat.

Louisiana Climate Action Plan
February 1, 2022
On February 1, 2022, Louisiana’s Climate Initiatives Task Force released the state’s first Climate Action Plan. In the plan, the task force notes that “Louisiana is among the most vulnerable states in the United States to the impacts of climate change” and poor air quality, repetitive flooding events, and extreme heat are impacting the state’s ability to be resilient. Although the Climate Action Plan is primarily intended to guide climate mitigation efforts in Louisiana, the task force recommends 28 strategies and 84 actions the state can take to both reduce greenhouse gas emissions and build resilience to the impacts of climate change.

City of New York, New York: New York City Comprehensive Waterfront Plan

In December 2021, the New York City Department of City Planning (NYCDCP) released its third Comprehensive Waterfront Plan (the Plan) that outlines a ten-year vision for the creation of a more equitable, more resilient, and healthier waterfront. The NYCDP developed the Plan in accordance with its climate justice principle to equitably distribute climate resources and construct resilient and sustainable environments for all across the city. Among other parts of the Plan, it presents opportunities for the city to proactively incorporate climate resiliency and adaptation into its processes for everyday decisionmaking and long-term planning.
