United States Naval Academy Installation Resilience Plan

The United States Naval Academy (USNA) and Naval Support Activity Annapolis (NSSA) released the US Naval Academy’s Military Installation Resilience Plan on April 27, 2023. USNA, located in Annapolis, Maryland, jointly developed the installation Resiliency Plan with NSSA to provide an adaptation strategy for infrastructure resilience to flood events. The NSSA provides operating support services to the USNA. This plan includes an integrated adaptation strategy, a project portfolio, and an execution strategy on a year-to-year basis that focuses on mitigating the impacts of rising sea levels and surges.

This plan was developed in response to increasing levels of water encroaching upon the Naval Academy’s property. As a result of this flood-risk, the Superintendent of the Naval Academy found that the effects of climate change threaten USNA’s mission. The resiliency plan is based on The Navy Climate Action 2030 strategy, released on May 24th, 2022. 

The planning horizon covers a forty-year period, through the year 2065. The goal is to balance the USNA’s mission with the available financial resources and to evaluate the risks associated with sea-level rise. The USNA Military Installation Resiliency Plan will utilize sea-level projection data from the DoD Sea Level database to inform infrastructural changes. The plan identifies projects to phase across the short-term, mid-term, and long-term. The plan’s implementation will depend upon funding. 

The plan employs various visual representations and technical metrics to outline the risk to the Naval Academy’s property, the changes in infrastructure to be made, and the metrics surrounding the vulnerability of their assets. The plan notes analysis surrounding sea-level rise trends and high-tide flood activity around USNA. Overall, the purpose behind infrastructural changes, the details surrounding installation resilience, the integrated adaptation framework, and the project portfolio are outlined in the plan.
