San Francisco’s Guidance for Incorporating Sea-Level Rise in Capital Planning – Transportation Implications

The City and County of San Francisco (CCSF) adopted Guidance on how city and county agencies must consider sea-level rise for new capital improvement projects, including transportation improvements. The Guidance was adopted by the Capital Planning Committee (CPC) in September 2014 and revised in December 2015; the CPC makes recommendations to the Mayor and Board of Supervisors on all capital expenditures and approves the City’s 10-year Capital Improvement Plan.   The Guidance provides direction to all CCSF departments on how to consider sea-level rise in all new construction, capital improvement, and maintenance projects.

California Sustainable Groundwater Management Act: SB1168, SB1319 and AB1739

September 16, 2014

Approved by Governor Jerry Brown on September 16, 2014, the California Sustainable Groundwater Management Act implements new groundwater rules for California. Effective as of January 1, 2015, the three-bill package will create local agencies to oversee groundwater extraction, changing the state’s historic practice of allowing landowners to extract any water that lies beneath their land.

City of Los Angeles Ordinance No.183149: Cool Roof for Reduction of Heat Island Effect

July 2, 2014

The Los Angeles City Council amended the city's Green Building Code to require that all new residential roofs be "cool roofs." The amendments require cool roofs on new and refurbished homes in Los Angeles and sets minimum requirements for cool materials. Starting on October 1, 2014, residential roofing materials were required to meet certain values for their solar reflectance index (a combined measure of solar reflectance and thermal emittance).

Connecticut Public Act 14-163: An Act Concerning the Responsibilities of the Water Planning Council

July 1, 2014

Connecticut Public Act 14-163 directs the Connecticut Water Planning Council to engage in a three year process for writing a comprehensive statewide water plan for the management of water resources in the state. This plan will identify quantities and qualities of water available, present and projected demands for water resources, appropriate regions in the state for comprehensive water planning, and will establish guidelines and incentives for consumer water conservation, taking into account energy efficiency.
