Maryland’s Plan to Adapt to Saltwater Intrusion and Salinization, first published in 2019 and updated in 2024, provides recommendations for state-level action to better understand the impacts of increasing saltwater intrusion and salinization on different resources and to adapt to these impacts. Saltwater intrusion in the region is expected to worsen over time due to climate change, and the report describes which of the state’s resources are at greatest risk, adaptation measures that are currently in use and recommended, and what additional research is needed for adequate adaptation and resilience.

San Francisco Bay Conservation and Development Commission Regional Shoreline Adaptation Plan
December 2024
After Senate Bill 272 (Sea level rise: planning and adaptation) was adopted in late 2023, the state of California now requires that local governments along the shoreline adjudicated by the San Francisco Bay Conservation and Development Commission (BCDC) create sea-level rise plans by 2034. The BCDC Regional Shoreline Adaptation Plan (RSAP) provides local governments guidance on how to draft, implement, and update “Subregional Plans,” which must be approved by BCDC.

Creating a National Adaptation Strategy for the United States: The Interagency Climate Change Adaptation Task Force

The U.S. Interagency Climate Change Adaptation Task Force was established in 2009 by President Barack Obama to help federal agencies coordinate and collaborate on a national adaptation strategy. The Task Force was replaced by the Council on Climate Preparedness and Resilience in November 2013. This process represented the first steps towards a coordinated strategy for federal adaptation action on climate change and led to the creation of several federal adaptation implementation plans. The Obama Administration’s executive orders directing federal climate adaptation action were revoked in March 2017 by Executive Order (EO) 13783, Promoting Energy Independence and Economic Growth, which was in turn replaced by the January 2021 Executive Order 14008, Tackling the Climate Crisis at Home and Abroad.

California Coastal Commission Sea Level Rise Policy Adopted Guidance

The California Coastal Commission’s Adopted Sea Level Rise Policy Guidance offers an overview of the best available science on sea-level rise for California, coastal adaptation strategies, and recommended methodology for addressing sea-level rise in Coastal Commission planning and regulatory actions. The Sea Level Rise Policy Guidance was first released in 2015, amended with a Science Update in 2018, and amended again with an update in 2024. The new update reflects the best available science on sea-level rise, implements new legislation in the form of Senate Bill 272 (2023), and integrates environmental justice principles.

Executive Order 40 (EO40), Enhancing Coordination and Communication and Bolstering Wildfire Incident Command Operations, was issued in late 2024 by the Virginia Office of the Governor to better protect people, nature, and property from wildfires through effective incident communication. EO40 designates the Virginia Department of Forestry (VDOF) as the lead agency for wildfire management, improves wildfire communication and coordination, reforms incident command and resource allocation, and develops a memorandum of understanding (MOU) and policy language for the Commonwealth of Virginia Emergency Operations Plan (COVEOP).

The U.S. Sea Level Change website, published in September 2024, is a multi-agency effort to provide accessible, authoritative sea-level science and education at the state, regional, and national levels. The website includes a sea-level change data explorer that illustrates past, present, and future sea level trends and impacts, including flooding. The site also hosts a comprehensive “Sea Level 101” guide that explains how sea level is defined, measured, and modeled, as well as personal impacts and actions.

Launched in September 2024, the U. S. Environmental Protection Agency's Climate Resilience and Adaptation Funding Toolbox is an online resource that provides information and guidance to help funding applicants and technical assistance (TA) providers better understand EPA programs that can fund climate resilience and adaptation work. CRAFT is intended to be used before, during, and after funding application processes, by providing information about: EPA programs appropriate for incorporating climate resilience considerations, tools that can help stakeholders and applicants better understand climate risks, and materials to help communicate about climate change and environmental justice.
