Oregon Climate and Health Social Vulnerability Assessment
October 2015
The Oregon Climate and Health Program developed this social vulnerability assessment to inform climate resilience and adaptation planning in Oregon. It focuses specifically on social vulnerability as a way to integrate the concepts of social determinants and environmental justice into long-term planning. This first edition is a set of maps focused on social vulnerability indicators, and is limited to measures of population sensitivity.

Oregon 2015 Natural Hazards Mitigation Plan

The Oregon Natural Hazards Mitigation Plan (NHMP) identifies Oregon’s natural hazards and their probability, the state’s vulnerabilities, its mitigation strategies, and prioritized actions to reduce vulnerability to natural hazards. The plan includes the results from a state-wide risk assessment, regional risk assessments for eight regions in Oregon, a mitigation strategy, and an “enhanced” plan. The Risk Assessment introduces how the state is impacted by climate change, and how climate change is predicted to impact each hazard statewide.

Oregon EO 15-09: Directing State Agencies to Plan for Resiliency to Drought, To Meet the Challenge that a Changing Climate Brings

Oregon Governor Brown's 2015 Executive Order on drought and climate change sets a goal to reduce water consumption by 15 percent or more on average across all state-owned facilities on or before December 31, 2020. The EO also directs agencies to update the state's overall planning for drought, including potential new tools to help communities deal with the impacts of water shortages.

Oregon Health Authority Climate Health Impact Assessments
2014
Oregon Health Authority (OHA), Oregon’s state public health agency, conducted three climate-focused Health Impact Assessments (HIAs) between 2011 and 2014 in order to determine the potential health benefits of greenhouse gas reduction projects. Requested by Metro Regional Government (Metro), Portland’s regional planning authority for transportation and land use, OHA’s HIA found that adopting the climate strategies proposed by Metro could reduce heart disease, stroke, and diabetes 2-4% by improving air quality and increasing active transportation. The HIAs also focused on the inequities of disease burden based on proximity to high volume roads, leading to increased injuries and respiratory disease, among other impacts; increasing active transportation and reducing the number of vehicles on the road could help to reduce this inequity. From the HIAs, OHA determined that implementing these strategies could also save over $100 million annually in health care costs. The 39-member Advisory Committee that helped shape and give feedback to the HIA included some community representatives and a representative from the Oregon Health Authority’s Office of Equity and Inclusion, but was primarily made up of local and regional government representatives.

City of Portland and Multnomah County, Oregon Climate Action Plan 2015

The City of Portland and Multnomah County, Oregon 2015 Climate Action Plan (CAP) presents a plan to reduce local carbon emissions 80 percent below 1990 levels by 2050 with specific objectives to achieve by 2030. The Plan also identifies over 100 strategies to both reduce local carbon emissions, and adapt to and prepare for climate change in the short-term. The CAP states that its success is dependent on ability to create jobs, advance social equity, improve public health, strengthen natural systems and enhance quality of life, as co-benefits of these mitigation and adaptation strategies.

Portland, Oregon Tree Code
2011
In 2011, the City of Portland, Oregon developed a new tree code in order to preserve the urban forest and to actualize goals in the city's 2007 Urban Forest Action Plan. Prior to the new tree code, tree-related regulations were inconsistent with city policies and processes relating to planting and removal of city, street, and private trees. Recognizing that trees provide environmental, social and economic benefits to the city, the City of Portland established a legal framework and clear permitting processes to regulate trees in both development and non-development situations.

Climate Change Vulnerability Assessment and Adaptation Options Study for Oregon
December 2014
In 2014 the Oregon Department of Transportation (ODOT) completed a study which assessed the vulnerability of the state’s transportation infrastructure to climate change and natural disasters. The Federal Highway Administration sponsored the report as part of a its Climate Change Resilience Pilot Program which assessed climate impacts for a number of states' transportation systems, and developed feasible adaptation strategies. As part of Oregon’s case study, ODOT, whose Adaptation Work Group provided guidance throughout the process, developed new sea level rise maps, collected baseline data, and used a case study to learn from existing coastal hazard mitigation projects - all of which are detailed in the report.

Risk Communication Toolkit for Flooding in Oregon

Designed for Oregon’s local health departments, the Risk Communication Toolkit for Flooding includes information about common health risks posed by floods, highlights communications best practices during emergencies, and offers a variety of sample communication materials to address risks related to flooding. While not explicit about the link between climate change and the increasing frequency and severity of rain events, the toolkit serves to help local health departments quickly and effectively educate the public about risks during an emergency.

Oregon Climate and Health Profile Report

The ‘Oregon Climate and Health Profile Report’ from the Oregon Health Authority (OHA) Public Health Division outlines the health risks that may increase with climate change, and describes the populations who are most vulnerable to these risks in Oregon. The report presents a broad, statewide assessment of public health demographic, geographic and occupational vulnerability to climate change risks.

City of Portland and Multnomah County, Oregon Climate Change Preparation Strategy

Portland and Multnomah County, Oregon have documented their process of climate change preparation for the region, which has been published in two parts - the Climate Change Preparation Strategy and the Risk and Vulnerabilities Assessment report. The Preparation Strategy is based on the assessment, and identifies priority actions to prepare for climate impacts in the areas of policy development, operations, planning, human services, as well as infrastructure and natural resource management. The strategy focuses on climate impacts for the City and County while taking an adaptive management approach that can improve resilience to current natural hazards, while also reducing exposure to future climate risks.
