Multifamily Flood Insurance Affordability Study
April 2016
In order to help preserve the affordability and stability of New York City’s waterfront neighborhoods, this report seeks to develop meaningful policy recommendations for flood insurance for multifamily and mixed-used buildings. The authors note the importance of this analysis given recent reforms to the National Flood Insurance Program (NFIP) and increasing flood risk due to extreme weather events and sea level rise. The study’s findings quantify the number of multifamily and mixed-use buildings in high-risk areas; determine the extent of flood insurance coverage; and seeks to understand potential rising costs and perceptions around future flood risk and attitudes toward investing in mitigation.

New York City Green Infrastructure Grant Program
2016
New York City’s Green Infrastructure Program is a multi-agency effort led by the Department of Environmental Protection (DEP). The NYC DEP offers a green infrastructure grant program for private property owners in combined sewer areas of New York City. The program provides funding for green infrastructure projects that manage the first inch of rainfall, including blue roofs, rain gardens, green roofs, porous pavement and rainwater harvesting. Private property owners in combined sewer areas are eligible for the grants of up to $5 million.

New York’s Expanded USGS StreamStats Tool
December 2015
The U. S. Geological Survey (USGS) has developed a web-based application that operates in conjunction with the existing StreamStats application for New York State to incorporate projected precipitation changes under various 21st century climate change scenarios. This application will allow transportation planners and engineers to explore how climate change may affect high flows, which can assist with the design of over-water infrastructure (such as culverts and bridges) to accommodate these changes.

Developing Socio-Economic Metrics to Measure DOI Hurricane Sandy Project and Program Outcomes

U. S. Department of Interior resilience projects developed in response to Hurricane Sandy were examined for their performance as related to goals and actual outcomes. DOI has in turn developed metrics to measure changes in ecological resilience resulting from the DOI-sponsored projects, and determined that a separate analysis was needed for the development of socio-economic metrics. This report summarizes the DOI investment portfolio; the process to develop socio-economic metrics for the habitat and activities of existing and future coastal resilience efforts; and reviews the application of the socioeconomic and ecological metrics from project, region, and programmatic scales.

Lessons from the Storm: Climate Displacement Three Years After Hurricane Sandy

This report by the Center for American Progress assesses the recovery of New York’s and New Jersey’s middle- and low-income communities three years after Hurricane Sandy devastated the region in 2012. The report analyzes the challenges encountered by state and city leaders to help reduce displacement of people in the days and years following the storm, as well as innovative policies that emerged to prevent future extreme weather and climate displacement. The Center also highlights the important role that community groups play as citizen first responders, liaisons to government officials, and in long-term housing and recovery efforts.

Resilience for Free: How Solar+Storage Could Protect Multifamily Affordable Housing from Power Outages at Little or No Net Cost

This report from the Clean Energy Group uses project data for buildings in New York, Chicago, and Washington, D. C. , to examine the financial case for installing solar photovoltaics (PV) and battery storage systems (“solar+storage”) to support multifamily affordable housing. With the right market structures and incentives, solar+storage systems can provide an economic return, on par with energy efficiency or stand-alone solar. They can also help make affordable housing energy resilient by guaranteeing power for common area lighting, water, and communications.

Buffalo, New York, Green Code Unified Development Ordinance, Article 7.3.4 Best Management Practice
October 2015
The City of Buffalo, New York’s Unified Development Ordinance now includes a Green Code that requires use of green infrastructure best management practices (BMPs) wherever practical to achieve the Code’s performance-based stormwater retention standards. The ordinance, at Article 7. 3. 4 of Section 7 on Stormwater, specifies infiltration on-site using bioswales, rain gardens, and other strategies; or stormwater capture and reuse through cisterns, green roofs, and other strategies. The ordinance clarifies the order of preference for stormwater management facilities utilizing BMPs, prioritizing conservation of natural areas before on-site infiltration practices, and on-site infiltration practices before capture and reuse practices.

New York State Wildlife Action Plan
September 2015
The New York State Wildlife Action Plan is a ten year plan designed to protect threatened and declining wildlife populations across the state, and to guide biodiversity conservation initiatives. For the 2015 update, the NY Department of Environmental Conservation and agency partners completed assessments for nearly 600 wildlife species, and identified 366 Species of Greatest Conservation Need (SGCN) for immediate conservation action. Climate change, along with pollution, invasive species, and loss of habitat to development are the threats that are considered of highest concern to New York’s SGCN - and the plan includes many strategies to address climate impacts on these species.

Northern Manhattan Climate Action Plan, New York City

The Northern Manhattan Climate Action Plan (NMCA) was built by and for the residents of Northern Manhattan of New York City, New York in partnership with WE ACT for Environmental Justice. The plan addresses climate-related impacts on New York City’s most vulnerable populations by promoting environmental policies that also aim to address socioeconomic inequality. The NMCA recognizes “that issues of class, race, gender, ethnicity, and age, not simply rising sea levels and temperatures, must be mitigated and ultimately overcome.

New York State Water Infrastructure Improvement Act Grant Program
July 2015
The New York State (NYS) Environmental Facilities Corporation (EFC) and the NYS Department of Health announced in July 2015 that $50 million in water infrastructure grants are available to local governments for critical water and wastewater infrastructure upgrades. For State Fiscal Year 2015-2016, $30 million of the funding will be available for clean water (wastewater) projects with priority given to the projects that increase resiliency to sea level rise and extreme weather events.
