This report was developed by the Natural Resources Defense Council (NRDC) to support the integration of community level climate resiliency solutions into State Revolving Fund (SRF) policies. NRDC describes how to incorporate water efficiency, green infrastructure, and flood risk reduction into SRFs, and provides examples of states and municipalities already experiencing successes with these approaches.

Alaska Climate Change Impact Mitigation Program
The Alaska Climate Change Impact Mitigation Program (ACCIMP) was established by Alaska's 25th Legislature to increase community resilience to climate-related natural hazards. ACCIMP is addressing the immediate planning needs of communities imminently threatened by the impacts of climate-related natural hazards such as erosion, flooding, storm surge, and thawing permafrost.

Tribal Vulnerability Assessment Resource Toolkit
November 2018
The University of Washington Climate Impacts Group and regional tribal partners developed this suite of resources to support tribes in evaluating their vulnerability to the impacts of climate change. The tools are tailored geographically to each of the 84 tribes in the Pacific Northwest and Great Basin regions of the western U. S. , with the potential to expand to other regions in the country. The new climate resources are available online, and include a climate tool, links to resources and a technical support line for tribal staff and members.

FEMA Pre-Disaster Mitigation Program, Grants

The Federal Emergency Management Agency (FEMA) offers Pre-Disaster Mitigation (PDM) Assistance grants to assist States, Territories, Federally-recognized tribes, and local communities in implementing a sustained pre-disaster natural hazard mitigation program. Often, local communities will sponsor applications on behalf of homeowners and then submit the applications to their State. PDM grant applicants seeking preparedness money are encouraged to focus on climate change resilience.

FEMA Hazard Mitigation Grant Program
Administered by FEMA, the Hazard Mitigation Grant Program (HMGP, CFDA Number: 97.039) provides grants to state and local governments to implement long-term hazard mitigation measures after a major disaster declaration. HMGP funding is only available to applicants that reside within a Presidentially declared disaster area. The purpose of the HMGP is to reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster.

Climate Resilience in Alaskan Communities: Catalog of Federal Programs

Produced under the Obama Administration, this catalog profiles 62 federal funding programs that can support communities of Alaska in improving their climate resilience. For each program, it lists the program’s purpose, funding level, allowable applications, and who may qualify as an eligible applicant. Resources are emphasized that are useful to tribal and native Alaskan communities. The programs described in the catalog are wide ranging, including grants such as FEMA’s Pre-Disaster Mitigation Grant Program and the NIH/NIEHS “Research to Action” program aimed at helping communities assess their local environmental threats.

FHWA Climate Change Adaptation Federal Aid Program
September 24, 2012
In September 2012, the Federal Highway Administration (FHWA) issued a memorandum clarifying when transportation agencies may use federal aid highway dollars to help adapt transportation infrastructure to extreme weather and a changing climate under the Federal-aid and Federal Lands programs. The memo provides some examples of eligible uses of the funds which consider the potential impacts of climate change and extreme weather events and apply adaptation strategies. No new funding is actually being added to address adaptation needs.

Honor the Earth Grantmaking Program
October 22, 2015
Honor the Earth is currently funding its Building Resilience in Indigenous Communities Initiative. Funding is limited to Indigenous-led organizations only. Honor the Earth recognizes that Native grassroots groups remain on the frontlines of environmental protection in the U. S. , but there are ongoing disparities in philanthropy. According to Honor the Earth’s website, as of 2016, only 0. 07% of philanthropy goes to Native groups. Starting in 2011, Honor the Earth created the first and only grant-making partnership between a Native organization and a national charitable institution, the Native Communities Program.

Enabling Adaptation: Priorities for Supporting the Rural Poor in a Changing Climate

This issue brief from the World Resources Institute is "formulated in response to an increasingly urgent need for articulating and agreeing upon a vision of effective adaptation - in part to inform the architecture for financing climate adaptation. " The paper argues that the poor, and in particular the resource-dependent rural poor, must be a central concern in any effective adaptation funding effort, and that one of the major pillars of an effective adaptation strategy is support for an enabling environment that allows them to build their resilience through natural resource management.
