Virginia Accomplishments since the 2008 Climate Action Plan Release

Prepared by the Virginia Institute of Marine Science and the Virginia Coastal Policy Clinic at William and Mary School of Law, this report offers an assessment of Virginia’s climate mitigation and adaptation progress since the release of its first Climate Action Plan in 2008. The report analyzes that plan and two subsequent adaptation focused reports, finding that a lack of coordination has lead to “disjointed” efforts, and offers recommendations for more streamlined climate action moving forward.

Maryland State Highway Administration Climate Change Adaptation Plan with Detailed Vulnerability Assessment

Maryland’s State Highway Administration (SHA) carried out a vulnerability assessment to inform future policy and engineering approaches to manage climate induced risks. The vulnerability assessment focused on two Maryland counties, Anne Arundel and Somerset, as part of a larger pilot project funded by the Federal Highway Administration. The report aims to improve the SHA’s understanding of climate vulnerability and allow for the development, assessment, and implementation of strategies to protect transportation assets.

This report provides guidance to Florida communities on how to incorporate adaptation measures to address sea-level rise impacts into post-disaster redevelopment plans. Developed by the Florida Department of Economic Opportunity and Division of Emergency Management, “Addressing Adaptation During Long-Term Recovery” is an addendum to Florida’s Post-Disaster Redevelopment Planning Guidebook. The Addendum was developed as part of Florida’s Statewide Post-Disaster Redevelopment Planning Initiative that began in 2007 to provide a process and guidelines to help ensure resilient redevelopment of local communities.

Climate Change and the Florida Keys

This report addressed the socioeconomic and ecological effects that may arise from climate change in the Florida Keys, including two appendices that identify key issues related to the future of the Keys over the 21st century. Four background papers address the global environment (Hoegh Guldberg 2010a,b,c,d), which are described first to put the Florida Keys into context. This research is part of the Socioeconomic Research and Monitoring Program in the Florida Keys National Marine Sanctuary, as conducted by the National Atmospheric and Oceanic Administration (NOAA).

Satellite Beach Sea-Level Rise Comprehensive Plan Recommendations

In the fall of 2009, the City of Satellite Beach, Florida, authorized a project designed to assess municipal vulnerability to rising sea level and initiate the planning process to properly mitigate impacts. The city has a total area of 4. 3 square miles, in which 2. 9 square miles of it is land and 1. 4 square miles of it (31. 94%) is water. The mission of Oregon Solutions is to “develop sustainable solutions to community-based problems that support economic, environmental, and community objectives and are built through the collaborative efforts of businesses, government, and non-profit organizations. ” This statewide non-profit organization prioritizes some projects based on Governor approval, which benefit from state agency support in implementation. Many projects chosen address climate adaptation - focusing on such topics as water supply and conservation, maintaining healthy forests and corridors, and urban greening.

Rhode Island Climate Change Collaborative
Researchers from the University of Rhode Island (URI) and the Rhode Island Sea Grant have joined forces to form the Rhode Island Climate Change Collaborative - linking experts in natural science, behavior science and communications to collectively engage in research and outreach to prepare Rhode Islanders and build resilient communities. This research collaborative project was funded by Rhode Island Sea Grant and the URI Coastal Institute and involves Rhode Island Sea Grant Extension, the URI Coastal Resources Center, the URI Coastal Institute, the URI Cancer Prevention Research Center, and the URI Harrington School of Communications.

Florida “Sacrificial” Roads Projects
2007
Recognizing the increasing maintenance and replacement costs for coastal roads in Florida due to more frequent flooding and storm surge, the Federal Highway Administration (FHWA) – Eastern Federal Lands Highway Division (EFL), assisted the National Park Service and other partners designing specific roads that are prone to be frequently washed out to have minimal environmental impact. Rising sea levels and coastal storms, which are projected to increase in intensity as a result of climate change, are creating more challenges for building and maintaining transportation infrastructure along coastal shorelines.
