One New York: The Plan for a Strong and Just City (One NYC)

The 2015 plan for New York City, One New York: The Plan for a Strong and Just City (OneNYC) was originally released in 2007, and again in 2011 under the name "PlaNYC. " As in past iterations of this report, OneNYC addresses New York City’s economic growth, sustainability, and resiliency - but also seeks to address issues of equity, and provides a strategic plan for collectively achieving this goal. OneNYC lays out strategies for dealing with income inequality along with plans for managing climate change impacts, while establishing the platform for another century of economic growth and vitality.

Hampton Roads Climate Change Adaptation Project
July 2012
Hampton Roads, Virginia engaged in a three-phase Climate Change Adaptation Project to identify impacts, assess the region’s vulnerabilities, and identify potential strategies for adapting to anticipated impacts. Part of the assessment focused on impacts to transportation infrastructure, although transportation impacts were only one issue of many analyzed in the three reports.

International Climate Change Adaptation Framework for Road Infrastructure
2015
The International Climate Change Adaptation Framework for Road infrastructure (Framework) was developed by the World Road Association to help the road authorities in member countries develop consistent approaches for assessing climate change effects on road networks and identify appropriate measures to reduce climate risks to transportation infrastructure. The Framework guides authorities through a series of steps to help them assess the risks to transportation infrastructure, prioritize assets for adaptive response, develop strategies to respond to climate risks, and integrate assessment findings into transportation decisionmaking processes.

City of Charleston, South Carolina Comprehensive Plan 2021

In the Charleston City Plan 2021 (the Plan), the City of Charleston, South Carolina presents a roadmap to guide land-use planning, policy, and investment through 2030 with a focus on creating a more resilient and equitable future. This state-mandated comprehensive plan can serve as a resource and tool for a variety of users including city staff, residents, and community organizations. In the Plan, the city focuses its recommendations on areas within Charleston’s Urban Growth Boundary (UGB) and more specifically, addresses the unique characteristics of the five areas of the city that are separated by waterways.

Managing the Retreat from Rising Seas — Queens, New York: Resilient Edgemere Community Plan

After Hurricane Sandy, New York City (NYC) engaged in a community-driven planning process and implemented multiple voluntary relocation projects in the Edgemere neighborhood of Queens to reduce flood risks and move people out of harm’s way after Hurricane Sandy. The NYC Department of Housing Preservation and Development (HPD) launched the Resilient Edgemere Community Planning Initiative in October 2015 as a collaboration between city agencies, community members, elected officials, and local organizations. The Resilient Edgemere Community Plan lays out a long-term vision for achieving a more resilient neighborhood with improved housing, transportation access, and neighborhood amenities. One of the 65 distinct projects included in the plan was a “land swap” pilot project to provide buyout and relocation assistance to residents within a “Hazard Mitigation Zone” (HMZ), an area of Edgemere at risk of destructive wave action during storms. Through the land swap pilot project, Edgemere residents within a HMZ were eligible to receive a newly built, elevated home on safer ground. In exchange, residents would transfer title of their damaged, original homes to the city. The plan is notable for being developed through an 18-month public engagement process that placed residents, who best understand their community, at the center of an open and transparent neighborhood planning process. Resilient Edgemere can provide an example of how local governments can transition affected residents away from vulnerable areas by helping people relocate nearby and simultaneously build community resilience and help to maintain community cohesion and local tax bases. This case study is one of 17 case studies featured in a report written by the Georgetown Climate Center, Managing the Retreat from Rising Seas: Lessons and Tools from 17 Case Studies.

Achieving Urban Resilience: Washington D.C.

C. could gain from citywide adoption of smart surface technologies such as cool roofs, green roofs, solar PV, porous pavements, bio-retention, rainwater harvesting, reflective pavements, permeable pavements, and urban trees. The report quantifies the benefits of adopting cost-effective strategies to manage sun and rainfall at a city level, and documents how the District could save at least $5 billion over 40 years with smart surface strategies.

Gleason Beach, California (Highway 1) Road Realignment Project
The California Department of Transportation (Caltrans) is proposing to realign a section of Highway 1 near Gleason Beach in Sonoma County to provide long-term protection from coastal bluff erosion threatening the highway and surrounding area. The highway provides the only access between Bodega Bay and Jenner communities and is the sole vehicular route north to south for coastal Sonoma County. Multiple efforts since the late 1990s have sought to stabilize the roadway in place via various measures to shore up the bluff, but these protective measures cannot offer a reliable long-term solution.
