SAFR Connecticut Connections: Building-up a resilient development and transportation network to support vulnerable communities

The State Agencies For Resilience (SAFR) Connecticut Connections report is a proposal for the National Disaster Resilience Competition (NDRC) implemented by the U. S. Department of Housing and Urban Development (HUD). The NDRC is making nearly $1 billion in funds available to communities impacted by natural disasters from 2011-2013. HUD preselected the State of Connecticut as an eligible applicant for this grant. Within the State of Connecticut, Fairfield and New Haven counties were determined by HUD to be the most impacted and distressed areas.

Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project

The Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project is a two-year project to develop adaptive planning for sea level rise by combining the efforts of federal, state and local agencies with private industries and researchers. The Pilot Project was established to take a “whole of government” approach to coordinating the preparedness and resilience planning of the Federal, Commonwealth agencies and Local governments in Hampton Roads. The goal, upon completion of the Pilot Project in 2016, is that Hampton Roads will have in place intergovernmental planning organizational arrangements and procedures that can effectively coordinate sea level rise preparedness and resilience planning.

City of Boulder, Colorado Floodplain Overlay Districts
2014
The City of Boulder, Colorado’s Land Use Code (Boulder, Colorado Revised Municipal Code Title 9, Chapter 3) includes provisions to establish and implement Floodplain Overlay Districts that provide restrictions or additional requirements for all development in areas of the city subject to flooding. This includes the 500 and 100-year floodplains, Conveyance Zones, preserved corridors that allow flood waters to travel to creeks, and High Hazard Zones, areas with the greatest threat of human loss.

NYC MTA Storm Surge Protection via Catastrophe Bond Market (New York City Metropolitan Transportation Authority)
July 31, 2013
After Hurricane Sandy, the Metropolitan Transportation Authority (MTA) sold a catastrophe bond in July 2013 to raise funds to manage flood risk to the system and offset any costs of future storm damage if the city is hit by another hurricane in the next three years. Sandy caused an estimated $4 to $5 billion in damages to MTA assets; as a result, insurance prices for MTA doubled. To finance protections from future storm surges, MTA issued $200 million in shares of catastrophe bonds to supplement traditional insurance, costing MTA $46 million a year.

City of Santa Cruz Climate Adaptation Plan - Transportation Measures
December 2011
The City of Santa Cruz Climate Adaptation Plan identifies the infrastructure and resources most vulnerable to climate change impacts, including critical transportation infrastructure. The plan also presents climate adaptation action items ranked by priority based on risk to the community; the replacement of Santa Cruz’s Highway 1/Highway 9 Bridge was identified as a “very high priority” action item to address upstream flooding.

Rainscaping Iowa - Permeable Pavement Projects

Rainscaping Iowa, an educational campaign that promotes urban stormwater management practices, encourages the use of permeable pavement by featuring successful installations in the state. By gathering feedback on previous projects, Rainscaping Iowa simultaneously highlights the environmental benefits of permeable surfaces and provides lessons for future installations and maintenance. Importantly, the campaign’s literature describes how permeable paving surfaces can help reduce runoff and improve water quality in the face of changing precipitation and increasing heavy rainfall events.

In the Eye of the Storm: A People's Guide to Transforming Crisis and Advancing Equity in the Disaster Continuum

This Guide developed by the National Association for the Advancement of Colored People (NAACP) discusses how low-income, communities of color, and other frontline communities are disproportionately affected by the effects of climate change, extreme weather, and other natural and human-caused disasters (like industrial accidents or chemical contamination). To address these disproportionate risks, the Guide provides a framework for helping communities embed considerations of equity in all phases of emergency management: prevention, mitigation, preparedness, resilience building, recovery, and redevelopment.

FHWA Resilience Pilots
FHWA supported the work of state Departments of Transportation (DOTs) and Metropolitan Planning Organizations (MPOs) to develop and pilot approaches for assessing the vulnerability of transportation systems to climate change and develop strategies for building resilience in the transportation sector. Nineteen pilot projects were selected and the pilot jurisdictions worked with FHWA's Climate Change and Extreme Weather Vulnerability Assessment Framework. This FHWA website includes the individual pilot studies for the pilot projects funded in 2013-2015 and webinars of the pilot teams discussing their work and their findings.

U.S. Environmental Protection Agency (EPA) Climate Change Adaptation Plan
October 31, 2014
On October 31, 2014, EPA released the final versions of its Agency-wide Climate Change Adaptation Plan and the 17 Climate Change Adaptation Implementation Plans produced by the Program and Regional Offices. The EPA Adaptation Plan identifies vulnerabilities to EPA’s mission and goals from climate change, and presents priority actions the Agency will take to incorporate considerations of climate change into its programs, policies, rules and operations to ensure they are effective under future climatic conditions.
