HUD National Disaster Resilience Competition

One-time funding opportunity (this competition closed in January 2016 when thirteen winning proposals were selected)
In a one-time funding announcement, the U.S. Department of Housing and Urban Development (HUD) allocated $1 billion in federal disaster recovery dollars through the National Disaster Resilience Competition (NDRC). The competition was announced on June 14, 2014 and the winners were announced in January 2016. This resource is a good example of how a grant program can be used to spur innovative resilience projects, it also demonstrates a model for reforming procedures for conducting benefit-cost analyses to account for the social and environmental benefits of resilience projects.

Washington D.C. Green Roof Program
2007
In 2003, the Chesapeake Bay Foundation initiated a green roof demonstration project funded under the terms of a consent decree negotiated by the D. C. Water and Sewer Authority. The money was used to issue grants for the installation of eight different pilot green roofs that would reduce the cost of each green roof cost to the building owner by up to 20 percent. The pilot roofs served as models that building owners could use for future green roof projects, by providing data on costs, construction methods, performance, and maintenance needs.

Resilient Affordable Housing Grant Program - Boston, Massachusetts
2019
Boston’s Resilient Affordable Housing Grant Program illustrates how cities can use Section 4 Capacity Building Program grants to fund resilience investments in affordable housing. Despite having one of the narrowest housing affordability gaps in the country, Boston nevertheless faces pressures from increasing population growth. Like many urban areas across the country, Boston also faces increased incidences of climate impacts like extreme heat, coastal and riverine flooding, and more frequent stormwater flooding. In 2019, the Boston chapter of the Local Initiatives Support Corporation (LISC) issued an RFP for Section 4 funding (up to $9,000) to assist community development corporations (CDCs) and community housing development organizations (CDHOs) with preparing the city’s affordable housing stock for extreme weather, sea-level rise, and other impacts of climate change. Specifically, the Resilient Affordable Housing Grant program provided funding to conduct resiliency assessments for vulnerable properties (located in the floodplain or at-risk for extreme heat), as well as for creating emergency management and training plans.

Miami Forever Bond - City of Miami, Florida
November 7, 2017
In 2017, the City of Miami, Florida passed the $400 million “Miami Forever Bond” authorizing the City government to borrow money through a general obligation bond to address sea-level rise and Miami’s affordable housing crisis. A 3 percent property tax will be used to repay the debt. Miami is one of the most vulnerable cities in the U. S. to sea level rise - facing increasing and compounding climate change impacts from flooding, storm surge, and saltwater intrusion into the Miami’s drinking water.

Agricultural Climate Resiliency and Efficiencies (ACRE) Program for Massachusetts
March 2018
The Agricultural Climate Resiliency & Efficiencies (ACRE) was created as part of the implementation of Governor Baker’s Executive Order 569, which focuses reducing carbon emissions and building a more climate resilient Massachusetts. The program advances that goal - as well as more specific goals identified in the Massachusetts Local Action Food Plan - by providing grants to producers to implement practices that improve their farms’ resiliency. $500,000 in grants have gone to 16 Massachusetts farms to install practices that help mitigate and adapt to climate impacts.

The U. S. Environmental Protection Agency (EPA) Adaptation Resource Center (ARC-X) is an interactive online tool designed to inform local decisionmakers about climate change impacts and adaptation solutions for communities across the U. S. The tool provides information about climate change risks on sectors as selected by the user; relevant adaptation strategies; case studies illustrating how other communities have successfully adapted to those risks and tools to replicate their successes; and EPA funding opportunities.

Capital Region Business Resiliency Initiative and Toolkit (Sacramento, California)
The Business Resiliency Initiative (BRI) was launched in the Sacramento Capital Region of California to increase awareness and preparedness for continuity risks faced by small and medium businesses. The Initiative aims to minimize the impacts of an economic crisis potentially caused by unforeseen disaster - recognizing the increase in frequency and severity of extreme weather events and climate change related impacts such as fire, flood, drought and storms. The project is built around designing an effective regional resiliency framework that can be replicated across the country.

California Proposition 1 - Water Quality, Supply and Infrastructure Improvement Act of 2014, Water Bond

Proposition 1 - the Water Quality, Supply and Infrastructure Improvement Act of 2014 - is a $7.545 billion general obligation bond measure approved by California voters on Nov. 4, 2014 ballot. The measure will provide funding for needed investments as part of a statewide, comprehensive water plan for California. In part, the Act was passed to help the state address the drought and the impacts of climate change on water supplies and ecosystems.

Mainstreaming Climate Change in Public Health Policy and Practice in Oregon

The Oregon Health Authority’s Climate and Health Program is striving to integrate climate change into public health practice, systems, and policies to ensure that all Oregon residents have equitable access to clean air, clean water, and healthy food. The department has worked with five local health jurisdictions to create and implement adaptation plans, and created a Resilience Toolkit based on lessons learned to support other local entities in similar efforts. The Climate and Health Program has also developed a state-level Climate and Health Resilience Plan, which identifies overarching resilience strategies and associated implementation activities for state and local agencies.

Damariscotta, Maine Adaptation Planning Study: Downtown Waterfront Area
February 2015
The Town of Damariscotta is considered one of the most vulnerable communities on Maine’s coast for future sea level rise and storm surge. In 2014, Damariscotta received a Maine Coastal Resiliency Grant to study the effects of sea level rise and develop adaptation strategy options for protecting the town. The report reviews both individual measures that building owners may take to floodproof their own buildings, as well as community level adaptations that the town could take to adapt to sea level rise.
