Impact Investing for Coastal Conservation: Bridging the Gap
This paper provides a framework for conservation financing in coastal areas that could leverage private sector interests with conservation needs. A few examples of successfully implemented private investments in conservation initiatives are included. Conservation investing is a subset of impact investing, and is defined as “investments in companies, funds, and organizations with the goal of generating a financial return and beneficial environmental impact. ” The paper describes the opportunities and challenges surrounding using private investment capital for natural and nature-based shoreline management approaches such as habitat restoration, conservation, and coastal resilience strategies.

Policy Platform of the Healthy Headwaters Alliance - Federal Policy Opportunities

This Policy Platform outlines actionable strategies for federal agencies that can be implemented immediately to protect and restore the watersheds of the western U. S. The policy recommendations were developed by Carpe Diem West’s Healthy Headwaters Alliance, offering near-term policy solutions for the long-term resilience of forested headwaters for water supply. Forested watershed and source water protection is critical for climate resiliency. Watersheds filter pollutants, control erosion, regulate temperature, attenuate floods, and buffer human activities from drinking water resources.

Resilient Communities Program (NFWF)

Wells Fargo and the National Fish and Wildlife Foundation (NFWF) launched the Resilient Communities Program in 2017 to help communities plan for and implement resiliency projects, support green infrastructure, and invest in natural ecosystems. Grants will be offered once a year to support priority projects in states and communities associated with Wells Fargo operations. This four-year initiative is supported through a $10 million contribution from Wells Fargo meant to leverage other private and public funds with an expected total investment of more than $20 million.

New York State Wildlife Action Plan
September 2015
The New York State Wildlife Action Plan is a ten year plan designed to protect threatened and declining wildlife populations across the state, and to guide biodiversity conservation initiatives. For the 2015 update, the NY Department of Environmental Conservation and agency partners completed assessments for nearly 600 wildlife species, and identified 366 Species of Greatest Conservation Need (SGCN) for immediate conservation action. Climate change, along with pollution, invasive species, and loss of habitat to development are the threats that are considered of highest concern to New York’s SGCN - and the plan includes many strategies to address climate impacts on these species.

This report also provides recommendations for how to better engage with tribal and indigenous people to support federal climate change initiatives.

Miami-Dade County Roadmap for Adapting to Coastal Risk
March 3, 2011
With assistance from the National Oceanic and Atmospheric Administration (NOAA) Coastal Services Center, the Miami-Dade County Office of Sustainability hosted a workshop for county department staff from across all sectors to learn about potential sea level rise (SLR) impacts on county assets and processes, provide input on a county-wide vulnerability assessment, and identify opportunities to adapt to SLR and other climate impacts. The workshop employed NOAA’s Roadmap for Adapting to Coastal Risk, which provides communities with a framework for conducting a participatory assessment of community vulnerability to coastal hazards as well as an approach for incorporating relevant risk information into local planning.

HUD Community Development Block Grant - Disaster Recovery
Congress often funds state and local recovery efforts by appropriating funds to the Community Development Block Grant program (CDBG-DR) authorized by the Housing and Community Development Act of 1974 and administered by HUD. CDBG funds are typically allocated by formula grants to support economic development activities of state and local governments. Through supplemental appropriations, Congress allocates funds to HUD to distribute block grants to help communities support both short-term disaster relief as well as long-term recovery.

Southeast Rural Community Assistance Project
The Southeast Rural Community Assistance Project (SERCAP) was established through funding from the U.S. Government’s Office of Economic Opportunity in the 1960s. The Project helps low-income rural communities in the mid-Atlantic and the Southeastern U.S. obtain water and wastewater infrastructure for running water, indoor plumbing, and wastewater treatment. Water utilities in these rural areas often lack funding to provide such infrastructure. Households that are not supplied with drinking water tend to rely on wells and septic tanks, which can get contaminated by pollution from agricultural activity and the lack of suitable wastewater treatment. SERCAP assists both individuals and municipalities, and its services include installing infrastructure, providing financing and loans, and offering technical support. In addition to providing services related to water, SERCAP also provides support on housing issues.

Community Water Center
Formed in 2006, the Community Water Center (CWC) is an organization in California’s Central Valley that works to combat water insecurity among frontline communities. Many residents of the Central Valley are from low income, predominantly Latinx communities that deal with water scarcity, groundwater contamination, or a lack of proper infrastructure. CWC provides technical and legal assistance for frontline communities, training residents as clean water advocates and helping to secure funding for sustainable drinking water projects.
