September 2020
In 2020, the Innovation Network for Communities, Climate Resilience Consulting, and The Summit Foundation released a report, How State Governments Can Help Communities Invest in Climate Resilience. The report presents recommendations for how states can better support climate resilience efforts at the local level. The report includes a framework for how states are already adapting to climate change (e. g. , governance structures, state plans), outlines six key recommendations for developing a state-local resilience financial system, and offers a state assessment checklist to help states implement those recommendations.

Community-driven Water Solutions in California's Central Valley - Community Water Center
Formed in 2006, the Community Water Center (CWC) is a grassroots organization in California’s Central Valley that works to combat water insecurity in frontline communities through community organizing, policy advocacy and public education to influence water governance and decision making. Many residents of the Central Valley are from low income, predominantly Latinx communities that deal with water scarcity, groundwater contamination, or a lack of proper infrastructure. CWC provides technical and legal assistance for frontline communities, training residents as clean water advocates and helping to secure funding for sustainable drinking water projects.

GCC: Policy Considerations for the Maryland Commission on Climate Change

This memorandum from the Georgetown Climate Center (GCC) seeks to help Maryland to document the important work it is already doing to prepare for the impacts of climate change and to provide recommendations for additional steps that the state could take, drawing on examples of practices from other states. In order to protect lives, health, property, economies, and natural systems, states need to adapt how they plan, regulate, and make investments to consider future climate change.

GAO report: Climate Change Adaptation - DOD Can Improve Infrastructure Planning and Processes to Better Account for Potential Impacts

San Diego Regional Climate Collaborative
The San Diego Regional Climate Collaborative is a network for public agencies that serve the San Diego region to share expertise, leverage resources, and advance comprehensive solutions to facilitate climate change planning. They support regional solutions by coordinating strategies and resources, providing trainings and workshops, and facilitating networking across the region. The Climate Collaborative was founded in 2012 with funding from San Diego Gas & Electric’s Local Government Energy Efficiency Partnership Programs and The San Diego Foundation.

Chicago Participatory Budgeting Project and Rulebook
In 2009, the Chicago 49th Ward Alderman, Joe Moore launched the first participatory budgeting process in the United States in the City of Chicago, Illinois. When participatory budgeting was first introduced in the City, Alderman Moore used the process to engage with his constituents regarding how the community would spend its $1.3 million in discretionary capital funds. Since this initial introduction, the participatory budgeting process in Chicago has proved a rousing success. In 2012, the Great Cities Institute partnered with the Participatory Budgeting Project and community-leaders from the area to launch PB Chicago to spread the budgeting process throughout the city. PB Chicago has now engaged with over 13,000 residents in 12 different communities, allocating over $18 million in funding to community-chosen projects varying from tree planting to establishing bike lanes. By focusing a majority of their outreach on marginalized and underserved communities, PB Chicago ensures not only that policymakers and city officials hear these residents’ voices, but that these same voices have the opportunity to effectuate change within their own communities as well.

The Governance Gap: Climate Adaptation and Sea-Level Rise in the SF Bay Area

This report summarizes the results of a study of governance for climate adaptation to sea-level rise and coastal flooding in the San Francisco Bay Area (SF Bay Area) of California. The study focused on the “governance gap” that exists between the problem of sea-level rise and the implementation of adaptation solutions that increase resilience. From the research, possible solutions to those problems were identified, and a set of recommendations were developed that are “likely to receive stakeholder support, be feasible to achieve and take forward steps on the path towards adaptive capacity.

Connecticut Public Law 21–115: An Act Concerning Climate Change Adaptation
July 6, 2021
On July 6, 2021, Connecticut Governor Ned Lamont signed into law Public Law 21–115: An Act Concerning Climate Change Adaptation to increase local resilience planning options, legal authorities, and financing for adaptation and resilience projects. The main components of this law authorize the creation of municipal stormwater authorities, and increase the authority of municipal flood prevention and climate resilience boards and their ability to collect and raise funds for climate resilience projects. In addition, the law expands the scope of the state’s "green bank," the Connecticut Green Bank, beyond clean energy to adaptation- and resilience-related projects, with an emphasis on prioritizing financing for frontline communities.

2060 Florida Transportation Plan

The 2060 Florida Transportation Plan (FTP) is an effective example of mainstreaming the consideration of climate change into an existing strategic planning framework. It defines Florida's future transportation vision, goals, objectives, and strategies to guide transportation decisions over the next 50 years, while indicating the need to consider climatic changes and related impacts into both planning variables, and key decisions (e.g. infrastructure siting, maintenance and operations).
