Community Land = Community Resilience: How Community Land Trusts Can Support Urban Affordable Housing and Climate Initiatives

Housing insecurity and the impacts of climate change are two interrelated issues increasingly affecting cities across the United States. This report provides an overview of how community land trusts (CLTs) can present a solution to help cities mitigate both of these challenges by promoting community ownership and decisionmaking and providing permanently affordable and resilient housing. CLTs are nonprofit organizations with community-led governing structures that hold land in trust for the benefit of the community, often providing and preserving affordable housing, stewarding community amenities like parks and greenspace, and providing low-cost commercial properties that can support small businesses and economic resilience.

Community Land Trust Brussels, Belgium

The Brussels Community Land Trust (CLTB) focuses on providing affordable housing for the most at-risk populations in the capital region of Belgium, such as low-income workers, immigrants, single mothers, seniors and people with disabilities. CLTB focuses on developing multi-family apartment buildings; it has constructed three projects with 48 units and has seven other projects under construction or study that would deliver more than 120 units. It is building highly energy efficient “net zero” housing developments that conform to sustainability requirements established by the Brussels-Capital Region. Several CLTB projects are also incorporating other green design features, such as green roofs, public gardens, and other community spaces to enhance both the environmental and social benefits of the project. It is exploring opportunities to build local energy cooperatives, to leverage incentives to build housing powered by renewable energy sources, and to shift development patterns to enhance access to transit and shift mobility patterns to emphasize biking and walking. CLTB is also working to develop “social economy hubs” in its projects to provide business incubation opportunities for the neighborhood and to support local job creation. For example, one of their development sites had old warehouses and rather than tear those buildings down immediately, CLTB worked with residents to organize temporary uses on the site including pop-up restaurants, cooking classes, and incubation of a catering business.

Tribal Leaders Summit on Climate Change: A Focus on Climate Adaptation Planning and Implementation
November 2015
In November 2015, the University of Arizona Native Nations Climate Adaptation Program and Center for Climate Adaptation Science and Solutions convened tribal environmental managers and leaders at a Tribal Leaders Summit to share experiences and build capacity in climate adaptation planning. Participants shared adaptation planning successes and lessons learned, discussed opportunities to supplement climate science with traditional knowledge, and offered feedback on the challenges to implementation.

Alaska Department of Fish and Game Climate Change Strategy
November 2010
Recognizing the impacts of climate change, a Climate Change Sub-Cabinet was formed in 2007 to inform the Office of the Governor of Alaska, and to prepare a comprehensive climate change strategy for the state. As part of this effort, each state agency was asked to identify how climate change impacts may affect its ability to meet its mission. Because a changing climate is anticipated to affect the sustainability of Alaska’s fish and wildlife resources and their uses, it is of interest to the department to assess the likely effects of climate change on fish and wildlife and their uses and to develop adaptation strategies to address these effects.

Louisiana’s Coastal Master Plan – Projects to Protect Transportation Infrastructure

In 2012, Louisiana’s Coastal Protection and Restoration Authority (CPRA) developed a Coastal Master Plan to provide a system-wide plan for reducing hurricane flood risk and restoring land along the Louisiana coast. The Plan defines a set of coastal protection and restoration projects to be implemented by the state over the next 50 years. Six of these projects create wetlands in order to protect sections of Louisiana’s highways. The criteria used for selecting projects consider future climate impacts.

Washington, DC Flood Levee System Improvements
December 2014
To prevent water from the Potomac and Anacostia rivers from flooding downtown Washington, D. C. , the U. S. Army Corps of Engineers (USACE) is improving the levee system along the north side of the National Mall, running from the Lincoln Memorial to the Washington Monument. A levee system was originally erected to protect the District in 1939, following a major flood event in 1936. This project will improve the levee system through a series of upgrades: a permanent closure at 23rd Street and Fort McNair, and the installation of a more robust removable wall, which will provide flood protection but also allow for traffic flow on 17th street between flood events.

California SB 901 - Wildfire Preparedness and Response
September 21, 2018
California Senate Bill 901 will support the state’s adaptation and resilience to increasingly frequent and extreme wildfires. Reducing forest fuel loads with thinning and prescribed fire, reduce fire danger in hundreds of communities around the state in high-risk areas, and climate adaptation research are primary focal measures. $200 million a year through 2024, or $1billion, will be allocated to fund grants to fire departments, cities, counties and nonprofit organizations. California Department of Forestry and Fire Protection (CalFire) will distribute the funding, which will come from California’s Greenhouse Gas Reduction Fund (GGRF).

Sea Grant Community Climate Adaptation Initiative 2011

The National Oceanic and Atmospheric Administration's (NOAA) Sea Grant Program promoted a national competition to fund technical assistance projects as part of an overall plan to enhance climate adaptation in coastal communities. NOAA Sea Grant made $1,000,000 available to fund coastal climate adaptation efforts for FY 2012-2013.

Fourth Regional Plan for NY-NJ-CT metro region
November 2017
The Regional Plan Association prepared this strategic plan for the New York-New Jersey-Connecticut metropolitan area. The fourth plan for the region is a long-term strategy that focuses on four core values of equity, prosperity, health, and sustainability. The plan identifies financing for new resilient infrastructure, expands the transit network, builds more green infrastructure for climate adaptation, and invests in communities economic growth and sustainability.
