Connecticut Green Bank Solar For All Program
2015
In 2015, Connecticut recognized that its standard solar incentive program for homeowners, the Residential Solar Incentive Program (RSIP), had successfully promoted residential solar development, but was serving very few low-income homeowners. To increase low and middle income (LMI) homeowner access to credit for solar, the Connecticut Green Bank (which was established by the Connecticut General Assembly), developed a model for providing these homeowners with cost-effective residential solar power and energy efficiency, and applied it to a partnership with solar provider PosiGen Solar (PosiGen). The Green Bank's Solar For All program provides financial support to PosiGen, which uses this financing to build solar panels on LMI homes. PosiGen retains ownership of the panels, benefits from the solar rebates provided under the RSIP, and leases the solar panels to homeowners. Homeowners benefit financially by avoiding large upfront payments for their solar systems, and by reducing electricity costs. Additionally, all PosiGen customers receive efficiency upgrades. The average PosiGen customer in Connecticut receives a net annual financial benefit of $450. For the first six years of solar panel operation, PosiGen owns and benefits from the Renewable Energy Credits – the excess power created by the panels. Ownership of these credits is then transferred to the Bank, which makes back some of the money it spends on the RSIP.

New Orleans, Louisiana Project Home Again Land Swaps
2013
The New Orleans Project Home Again (PHA) in Louisiana involved a land swap and redevelopment program implemented post-Hurricane Katrina that can serve as an example for how public-private partnerships can help people retreat away from flood-prone coastal areas. Through this project, PHA aimed to concentrate redevelopment at higher elevations away from low-elevation floodplains and expand relocation options for impacted homeowners. The hurricane-damaged homes on participants’ original properties were demolished and converted to climate resilient open space for flood retention, environmental, and community benefits. Specifically, PHA used a land swap program that enabled low- and middle-income homeowners to relocate to less vulnerable areas with new affordable, clustered housing. The PHA program demonstrates how land swaps can offer a tool for planners and policymakers to effectively guide redevelopment in disaster recovery settings and expand affordable and resilient housing opportunities. A similar land swap model could also be considered in a pre-disaster context and phased over time, if community consensus, vacant or developable land, and funding for housing construction exists.

Good Morning, America! The Explosive U.S. Awakening to the Need for Adaptation

This paper provides an historical overview of the public, political, and scientific concern with adaptation in the United States. It presents the treatment of adaptation to climate change in a variety of contexts, ranging from the news media to the drafting of bills in Congress, to state and local government activities with considerable engagement of NGOs, scientists and consultants. It finds that adaptation has finally, and explosively, emerged on the political agenda as a legitimate and needed subject for debate.

Holistically Analyzing the Benefits of Green Infrastructure - Guidance for Local Governments

The University of Maryland’s Environmental Finance Center developed this document for smaller, local governments with municipal separate storm sewer systems (MS4) to evaluate the co-benefits of implementing green infrastructure (GI) in response to stormwater regulations. The report includes a discussion of measurement and valuation of GI benefits, and recommends using the triple-bottom-line framework (environmental, social, economic) to assess the value of GI. Green infrastructure offers many benefits to climate adaptation and resilience which are detailed in this report, such as flood mitigation, water supply augmentation, heat island mitigation, and public health benefits.

The Economic Impact of the 2016 Loma Fire
2017
Developed by Earth Economics and requested by the Santa Clara Valley Open Space Authority (OSA), this report offers an assessment of the comprehensive economic impact of the 2016 Loma Fire that occurred in the Santa Cruz mountains of California. The report details the cost of lost ecosystem services, and the process of assessing these costs. Earth Economics also provides recommendations for mitigating future fire-related risk. The OSA requested this analysis in order to better understand the true costs of wildfire events, and how management practices and policies can be modified to reduce overall risk as climate change increases the incidence and intensity of wildfire events.

New York State DOT Transportation Asset Management Plan
May 2014
New York State’s Transportation Asset Management Plan (TAMP) outlines an investment strategy, framework and process to preserve and manage the multimodal transportation assets in New York State, and identifies climate change as a key risk to the state's highway and bridge assets and New York State Department of Transportation’s (NYSDOT's) ability to manage those assets effectively. At a high level, the TAMP also identifies climate-related impacts to the transportation system, and outlines strategies the state can take to mitigate the risk.

Helping Massachusetts Coastal Communities Adapt to Climate Change

The Massachusetts Department of Fish and Game Division of Ecological Restoration (MDER) addresses the impacts of sea level rise, increased storm surge, and more frequent and severe flooding of coastal rivers through guidance and support of climate adaptation projects in coastal communities. Through its Priority Projects Program, MDER provides technical and financial assistance to local partners such as municipalities, landowners, and agencies to plan and implement projects that incorporate climate adaptation into habitat restoration. Example projects include dam removals, culvert upgrades, and salt marsh restoration, among others.

Greening the Gateway Cities Program
2018
The Massachusetts Greening the Gateway Cities Program (GGCP) aims to increase tree canopy cover in the state’s Gateway Cities, which are urban centers facing economic and social challenges due to recent losses in industry and manufacturing power. The program is currently operating in 18 residential areas with the goal of covering 5% of each area in new tree canopy cover. This initiative aims to reduce heat stress as well as energy use and cost for Massachusetts residents.
