California Water Action Plan - 2016 Update

In response to an extended and extreme period of drought across the state, the California Water Action Plan was first released by the administration of Governor Brown in January 2014 to provide a framework for implementing sustainable water management practices over five years (2014‐2019). The actions described in the plan will support sustainable water management in California by providing a more reliable water supply for farms and communities, restoring important wildlife habitat and species, and helping the state’s water systems and environment become more resilient to climate change.

This Georgetown Climate Center (GCC) case study on the King County-Cities Climate Collaboration (K4C) explores how local governments and other partners are coordinating at the regional scale to reduce greenhouse gas emissions across the King County region of Washington state. This case study explores how the K4C was formed and has organized its decisionmaking, what local governments and other stakeholders are involved in the collaborative, what roles it is playing to reduce emissions in the region, and how the collaborative funds its activities.

Louisiana Strategic Adaptations for Future Environments (LA SAFE) Adaptation Strategies

Louisiana Strategic Adaptations for Future Environments (LA SAFE) is a community-based planning and capital investment process that will help the state fund and implement several projects, including for managed retreat, to make its coasts more resilient. In 2016, Louisiana’s Office for Community Development–Disaster Recovery Unit received a nearly $40 million grant from the U.S. Department of Housing and Urban Development through the National Disaster Resilience Competition and additional state and nongovernmental funds to implement LA SAFE. The grant will support the design and implementation of ten resilience projects to address impacts in six coastal parishes that were affected by Hurricane Isaac in 2012 (Jefferson, Lafourche, Plaquemines, St. John the Baptist, St. Tammany, and Terrebonne). Building on LA SAFE’s community-driven framework for adaptation and the ten state-funded projects, the state is continuing to work with the six parishes to mainstream and institutionalize adaptation and resilience at both the regional and parish levels. In May 2019, the state released a regional adaptation strategy and six parish-level strategies to support long-term adaptation planning. Each strategy follows LA SAFE’s framework for identifying projects to meet different adaptation and development goals based on flood risk to ensure that future regional and local projects are similarly designed to advance comprehensive approaches. These strategies will assist the parishes to develop and invest in additional projects that will be more resilient to coastal impacts over the state's 50-year planning horizon and achieve multiple benefits for communities. These strategies can serve as an example for other state, regional, and local jurisdictions considering long-term, comprehensive planning for adaptation and managed retreat.

Florida Forever Land Acquisition Program
In 1999, the Florida Legislature passed the Florida Forever Act that established the Florida Forever land acquisition and protection program. The Florida Forever program serves as the state’s blueprint for conservation of natural resources. Through the Florida Forever program, the state is implementing effective land acquisition and preservation strategies supported by mapping tools and ecological data that help the state conduct scientific review and establish conservation priorities based upon climate change risks. Florida’s state legislature prioritized climate change considerations in the Florida Forever Act (Florida Stat. ch. 259.105(17)(d) (2018)) by requiring the Florida Department of Environmental Protection’s Division of State Lands to evaluate lands for acquisition based on their potential benefits to sequester carbon or adapt to climate change impacts, among other criteria. Florida Forever can serve as an example of how other governments and partners can incorporate climate change into land acquisition programs to enhance adaptation and natural resource conservation.

Wells-Goodfellow Neighborhood Green Space Project - St. Louis, Missouri

The Green City Coalition (Coalition) -- a partnership between the Metropolitan Sewer District, the City of St. Louis, Missouri Department of Conservation, and the St. Louis Development Corporation -- is leading the conversion of approximately 9 acres of vacant land into greenspace for stormwater management and recreation purposes. The Wells Goodfellow neighborhood in St. Louis has the highest proportion of vacant land in the city, and also struggles with combined sewer overflows, basement backups, and street flooding that affect the Bissell Point Watershed broadly.

A Guide to Community-Centered Engagement in the District of Columbia
October 2018
The Guide to Community-Centered Engagement was developed by the Georgetown Climate Center (GCC) in partnership with the District of Columbia's Department of Energy and Environment (DOEE). The guide synthesizes lessons from a year-long engagement process that GCC helped to lead in partnership with DOEE. GCC convened an Equity Advisory Group (EAG) of community leaders and residents in far Northeast neighborhoods of DC's Ward 7 to inform the implementation of the Clean Energy DC and Climate Ready DC plans.

A Risk Assessment of California Key Source Watershed Infrastructure

This comprehensive assessment of five key watersheds in northeastern California, details the climate risks and watershed restoration and conservation activities needed to improve the long-term quality and security of the state’s water supply. Following California AB 2480 which defined source watersheds as integral to the state’s water infrastructure and therefore eligible for repair and maintenance funding, this report lays out a framework for restoring and maintaining resilient watersheds.
