California Senate Bill No. 272: Sea Level Rise Planning and Adaptation

Senate Bill 272, Sea Level Rise: Planning and Adaptation, was approved by California Governor Newsom on October 7, 2023 and requires local governments in coastal zones in California to develop a sea level rise plan. The local sea level rise plans are to be integrated with other local or regional planning efforts overseen by either the California Coastal Commission or the San Francisco Bay Conservation and Development Commission (BCDC), depending on where in the state the local government is located.

New Orleans, Louisiana Zika virus response
April 2016
In 2016, when the risk of Zika virus in the United States became higher, the mayor of New Orleans brought together public and private partners to proactively manage those risks and protect the city’s most vulnerable residents. By activating the local public health department, the Board of mosquito control, local physicians, environmental experts, and community members, the government was able to create a comprehensive Zika response plan to protect the public, especially pregnant women. In the first phase, partners educated the public on risks and mitigation strategies, especially healthcare providers and facilities. The city also stepped up vector control to reduce risk and surveillance of mosquito populations to ensure effectiveness. This combination of efforts was intended to ensure that Phases 2 and 3 of the Plan (activated in the case of reported cases of Zika) would be delayed or unnecessary due to preventive measures. By focusing education efforts for the public and healthcare entities on the risk to the most vulnerable subgroup of residents, the partners could ensure that pregnant women would be well-protected. The efforts were funded by general public health funding streams.

Managing the Retreat from Rising Seas — Quinault Indian Nation, Washington: Taholah Village Relocation Master Plan

Quinault Indian Nation (QIN), a federally recognized tribe located in Washington state, is currently implementing a phased relocation plan as part of a managed retreat strategy in response to the impacts of sea-level rise, flooding, and concerns about the increased likelihood of tsunamis and storm surges attributed to climate change. In 2017, QIN adopted the Taholah Village Relocation Master Plan that outlines a vision and development plan for relocating a portion of QIN living in the Lower Village of Taholah to a higher ground location in the Upper Village Relocation Area. The Master Plan contains eleven chapters covering the history and the need to relocate, goals and principles of the plan, and different aspects of the Upper Village blueprint including appropriate community facilities, housing, infrastructure, culture, sustainability, and resilience. It also sets forth implementation steps for the project through phasing, necessary regulatory changes, and funding. QIN developed the Master Plan with significant community input. The community engagement processes and sustainable planning strategies can provide transferable lessons for other state and local jurisdictions considering similar questions of strategic planning for coastal retreat and relocation, even on a smaller scale. This case study is one of 17 case studies featured in a report written by the Georgetown Climate Center, Managing the Retreat from Rising Seas: Lessons and Tools from 17 Case Studies.

Minnesota Climate Adaptation Framework and Menu of Climate Adaptation Strategies

The Minnesota Pollution Control Agency (MPCA) is working with the organization paleBLUEdot and other agencies to provide assessment services and funding for 23 cities throughout Minnesota to identify climate-vulnerable populations, resilience indicators, and strategies to reduce climate risks. The report includes a climate adaptation Goals for local communities across Minnesota, as well as a comprehensive list of adaptation strategies. The project initiates the development of adaptation implementation plans for these communities to conserve resources, prioritize cost and benefit balanced strategies, and protect the most vulnerable populations from climate change impacts.

Ripple Effects: Colorado Water Plan in Action 2017

Ripple Effects: Colorado’s Water Plan is a 2017 update on implementation of the plan that was published by the Colorado Water Conservation Board (CWCB) in 2015 - outlining two years of progress. Three main values are intended to guide the document: a productive economy, especially in the agricultural and tourism sectors; efficient water infrastructure; and a strong environment with healthy watersheds and wildlife. Many of the water plan’s objectives and strategies focused on climate change impacts to these focal sectors, and have been implemented according to this progress report.

Sustainable Climate Change Adaptation in Indian Country

Limited land and resource rights allocated to indigenous peoples in the United States create structural barriers that restrict many tribes’ ability to sustainably manage natural resources and adapt to climate change. This article reviews these barriers, and how land fragmentation and policies that hinder a tribe’s authority and control of natural resources restrict their capacity to manage climate change risks. After describing the history of political barriers for tribes, the report is primarily a case study of water rights and management at the Wind River Reservation in Wyoming.
