FHWA Climate Change Resilience Pilots
May 2013
The Federal Highway Administration (FHWA) partnered with State Departments of Transportation (DOTs), Metropolitan Planning Organizations (MPOs), and Federal Land Management Agencies (FLMAs) to pilot approaches to conduct climate change and extreme weather vulnerability assessments of transportation infrastructure, and to analyze options for adapting and improving resiliency. This pilot program is being jointly sponsored by the FHWA Office of Environment, Planning and Realty, and the Office of Infrastructure.

South Florida Comprehensive Economic Development Strategy 2012-2107

The Comprehensive Economic Development Strategy (CEDS) for South Florida is a plan to support the regional economy of Broward, Miami. Dade, and Monroe Counties. The CEDS will guide federal and state investment priorities and funding sources, and delineates lead organizations responsibilities for execution of the CEDS. The strategy takes into account the region’s vulnerability to climate impacts, and discusses advance preparation and adaptation, as well as the necessity for South Florida to become disaster resilient to remain economically strong.

Oregon Integrated Water Resources Strategy 2012

The Oregon Water Resources Commission adopted the state's first Integrated Water Resources Strategy in 2012 with recommended actions designed to improve access to, and sustainability of, water resources. The report addresses the relationship between water and ecosystem health in sections related to in-stream needs, climate change, land use planning, healthy ecosystems, and public health - and presents short and long-term strategic recommendations.

Connecticut Public Act 12-148: An Act Enhancing Emergency Preparedness and Response
July 1, 2012
Connecticut’s Public Act 12-148, ‘An Act Enhancing Emergency Preparedness and Response,’ was signed into law by Governor Malloy in July 2012 to improve the ability of the state, municipalities, and utility companies to better prepare for natural disasters and other emergencies. The legislation is designed to strengthen infrastructure, bolster local preparedness training, improve communication between state and local leaders, and to hold utilities accountable for preparedness planning. Public Act 12-148 will help improve emergency preparedness for natural disasters and intense weather events by: - Establishing standards for the utility, telecommunication, and cable companies during emergency events and establishing penalties in the event the companies do not meet these standards; - Requiring utility companies, telecommunication companies, and Voice Over Internet Protocol (VOIP) Service Providers to submit emergency plans for restoring service; - Creating a microgrid pilot program to be administered by the Department of Energy and Environmental Protection; - Studying the feasibility of requiring backup power for telecommunications towers and antennas; - Encouraging the coordination of underground infrastructure projects; and - Requiring the development of procedures to expedite the process of road-clearing following an emergency.

The document summarizes programs of the Environmental Protection Agency (EPA), the U. S. Army Corps of Engineers (USACE), the U. S. Department of Agriculture (USDA), the Department of the Interior (DOI), and their partners, to preserve water quality and supply. The report describes new agency water resource initiatives, including updated draft guidance regarding Clean Water Act jurisdiction.

Army Corps of Engineers (USACE), this report presents the results of the two-year "Building Strong Collaborative Relationships for a Sustainable Water Resources Future" project, which was designed to improve water management through more effective collaboration between state, interstate and Federal water resources agencies. The report aims to support the engagement of senior government leaders and develop a way for the federal government and its agencies to respond to the identified water resources needs.

Department of Transportation (DOT) through the Partnership for Sustainable Communities, EPA provides design assistance to help support sustainable communities that protect the environment, economy, and public health - and to inspire state leaders to expand this work elsewhere.

Resilience Hubs: Shifting Power to Communities and Increasing Community Capacity

This report describes an initiative of the Urban Sustainability Directors Network (USDN) to encourage the creation of Resilience Hubs, which are defined as community-serving facilities meant to both support residents and coordinate resource distribution and services before, during or after a natural hazard event. While these are primarily meant to address vulnerability and risk, this report explains how Resilience Hubs can also help reduce greenhouse gas emissions and support social equity. The report draws on lessons from Washington, DC, and Baltimore, Maryland, two cities that are actively exploring the Resilience Hub concept.

Weathering Climate Change: Framing Strategies to Minimize Impacts on Pennsylvania Ecosystems and Wildlife
