New Jersey TransitGrid – Microgrid Project to Help Power NJ Transit

The New Jersey Governor’s Office of Recovery and Rebuilding, New Jersey Transit (NJ Transit), and the U. S. Department of Energy (DOE) partnered to lead the design of NJ TransitGrid, an advanced electrical microgrid for the NJ Transit system in order to make the state’s transit infrastructure more resilient in the face of future extreme weather events and other disasters. NJ TransitGrid, which is being implemented also in partnership with the Federal Transit Administration (FTA), will incorporate a natural gas-fired electric power generating plant as well as renewable energy and distributed generation.

St. Johns County, Florida Ordinance 2012-35
December 4, 2012
St. Johns County, Florida passed an ordinance in 2012 providing for the modification of design criteria and standards in “environmentally challenging locations” where typical road design standards are not feasible due to naturally occurring conditions that cause repeated damage or other challenges. The Florida Department of Transportation sets minimum design standards for roads within the state (as laid out in the Florida Greenbook[ref title=""]Manual of Uniform Minimum Standards for Design, Construction and Maintenance for Streets and Highways; also knowns as the Florida Greenbook.

Managing the Retreat from Rising Seas — Woodbridge Township, New Jersey: Post-Hurricane Sandy Buyouts

Woodbridge Township, New Jersey is working with the New Jersey Blue Acres Program to implement a neighborhood-wide buyout that can serve as an example for other jurisdictions considering larger-scale retreat from coastal areas. Following significant damage from Hurricane Sandy in 2012, Woodbridge applied to participate in the New Jersey Blue Acres Buyout Program. With the support of the state, local elected officials in Woodbridge, including the mayor, committed to a community-based approach and prioritized flood mitigation and future safety and emergency management benefits over potential tax base losses if residents relocated outside of the township. As a result of this approach and an extensive community engagement process, nearly 200 property owners accepted a buyout offer. Once structures are demolished, the township is restoring bought-out land to create a natural flood buffer. The township established an Open Space Conservation/Resiliency Zone to institutionalize protections for this area by prohibiting new development and discouraging redevelopment. Woodbridge’s example demonstrates how comprehensive, community-based approaches to buyouts can maximize long-term benefits for communities and the environment. Other local governments can consider partnering with their states and residents, among others, to use buyouts as a retreat strategy to make communities more resilient. Tribal Climate Adaptation Guidebook
November 2018
Created by the Oregon Climate Change Research Institute with support from Adaptation International, this guidebook provides a climate change adaptation planning framework for tribal communities. The report offers a stepwise framework on adaptation planning, and over 30 case studies of tribes already in the adaptation process. It identifies opportunities for working with both Traditional Knowledges (TKs) and western science, and is designed to be useful for tribes at any stage of adaptation planning.

Milwaukee, Wisconsin Framework for Green Infrastructure Plan, Ordinance
September 12, 2018
The City of Milwaukee, Wisconsin has approved the Framework for a Green Infrastructure Plan with goals of supporting climate change adaptation and resilience. According to the Framework and Ordinance which updates Milwaukee's stormwater management regulations, large developments will be required to capture the first 1/2 inch of rainfall using green infrastructure. The plan also increases funding for green infrastructure projects in Milwaukee’s streets, schoolyards, and parking lots. The City expects to publish the final Green Infrastructure Plan based on this Framework by February 2019.

Putting Green Infrastructure on Private Property in New York City

It also summarizes the City's green infrastructure goals and the benefits and costs expected from meeting these goals. The report then delves into the issue of using private property to house green infrastructure, including the difficulty of scaling up these installations and using public money to increase the volume of green infrastructure on private property.

Resilient Jean Lafitte, Louisiana - A Flood Emergency Preparedness Plan

The Town of Jean Lafitte, Louisiana sits at or below sea level on the Gulf of Mexico and is highly vulnerable to extreme flooding from storm events, while economically dependent on maritime industries. Their Flood Emergency Preparedness Plan (FEPP) presents flood risk reduction recommendations in response to the compounding impacts of hurricanes, storm surge, coastal erosion, subsidence, sea level rise, and climate change. The FEPP's flood risk reduction initiatives were heavily informed by the 2013 Town Resiliency Plan “Jean Lafitte Tomorrow.

California Drought Contingency Plan

The 2016 California Drought Contingency Plan (DCP), released by the Department of Water Resources, outlines potential Central Valley Project (CVP) and State Water Project (SWP) contractors water operations for February through November 2016. The DCP is a planning and implementation document that identifies strategies and actions state agencies should take to prepare for and respond to future droughts or other water shortage events. This state report demonstrates that conservation and preparedness will be essential to future water management in California.
