Massachusetts Statewide Hazard Mitigation and Climate Adaptation Plan

Massachusetts has integrated climate change impact assessments and planning into its Statewide Hazard Mitigation Plan. The natural hazards assessment conducted for this plan determines how hazard risks and vulnerabilities are made more severe or uncertain by climate change. The plan outlines climate change impacts and adaptation strategies for five key sectors including - Populations, Government, Built Environment, Natural Resources and Environment, and Economy.

The Cost and Affordability of Flood Insurance in New York City
2017
This RAND study examined how recent changes to the National Flood Insurance Program (NFIP) would affect the affordability of insurance for homeowners and business in New York City. New floodplain maps in the city are expanding the number of homes and businesses that must carry flood insurance and increasing the rate of insurance for many structures. Legal changes to the NFIP are also phasing in rate hikes for many insureds. Using flood vulnerable areas in New York City as the study area, this study examined how these changes in the NFIP would affect the affordability of flood insurance.

Executive Order 14096: Revitalizing Our Nation’s Commitment to Environmental Justice for All establishes a whole-of-government approach to advancing environmental justice, building on other recent Executive Orders that focus on racial equity, tackling the climate crisis, and investing equitably in resilient and low-carbon solutions. The EO defines environmental justice, calls on federal agencies to assess environmental hazards among historically marginalized communities, changes environmental reviews under NEPA, and establishes a White House Office of Environmental Justice.

Caltrans Devil’s Slide Realignment Project
2013
The California Department of Transportation (Caltrans) invested in an expensive relocation of the Devil’s Slide segment of Highway 1, a coastal highway linking Half Moon Bay and San Francisco in San Mateo County. The segment was repeatedly closed due to damage from rockslides and erosion. The state decided to relocate the road at additional up-front expense (approximately $342 million) to avoid the long-term maintenance costs of rebuilding the road repeatedly in its existing location. Although not specifically implemented in response to climate change, this project provides an example of how realignment may present a cost effective strategy for adapting transportation assets in the face of mounting maintenance costs from repeated damage due to climate-related events.

Building a Climate Resilient National Capital Region
September 2014
In 2013 and 2014, the National Aeronautics and Space Administration (NASA), General Services Administration, US Global Change Research Program, National Capital Planning Commission, Smithsonian Institution, and the Metropolitan Washington Council of Governments sponsored two series of workshops to assist with climate adaptation planning and improve coordination in the Washington D. C. / National Capital Region. The report “Building a Climate Resilient National Capital Region: Federal and community agencies working together on climate preparedness and resilience” summarizes the Climate Change Vulnerability and Adaptation workshop series, providing the results and adaptation strategies proposed for the National Capital Region.

California “Sea the Future” Tool
The “Sea the Future” tool was developed by the State of California to help the state’s local planners and residents understand and be able to select from among a dozen different sea-level rise and flooding visualization tools that may be useful in efforts to plan for sea-level rise. Sea the Future provides summaries and information on tool features, similarities and differences across tools, and advantages and disadvantages of each tool so that end-users can make an informed decision about which tool(s) to use to support decisionmaking.

Miami Beach, Florida Stormwater Management Master Plan

In 2012, the City of Miami Beach, Florida approved an updated city-wide Comprehensive Stormwater Management Master Plan (SWMMP). The plan includes strategies for improving stormwater management practices, coastal infrastructure, funding, and regulatory policies. The plan accounts for sea level rise impacts on stormwater in the City, and provides planning flexibility for various rates of sea level rise. The SWMMP is intended to be a guide for improving Miami Beach’s stormwater management system flood control and water quality performance for the next 20 years, with considerations of potential sea level rise over 20-years of stormwater infrastructure and a 50-year planning horizon for sea wall heights.

Nevada Executive Order 2019-22 Directing Executive Branch to Advance Nevada's Climate Goals
November 22, 2019
In November 2019, Nevada Governor Steve Sisolak signed Executive Order (EO) 2019-22 directing the executive branch to advance Nevada's climate goals. To accomplish these goals, the governor is requiring state agencies to identify specific policies to reduce in-state greenhouse gas (GHG) emissions and to increase Nevada's resilience to climate impacts. The governor, through the EO, recognized the warming climate in Nevada and the need to take action to mitigate and adapt to other past, present, and future impacts of climate change.

New Jersey Payment-in-Lieu-of-Taxes (PILOT) Program
In 1971, New Jersey implemented the Payment-in-Lieu-of-Taxes (PILOT) Program. Through this program, the state pays municipalities to protect and conserve open, undeveloped lands owned by the state and tax-exempt nonprofit organizations. This program was created to benefit environmental quality, quality of life, and economic health in New Jersey by conserving open space for natural resources and recreational purposes. While this program has been amended throughout its tenure, it is a noteworthy example of a state program that creates incentives for local governments to create open space by mitigating the impacts of lost tax revenue and land maintenance costs. In a managed retreat context, a similar program could be coupled with hazard mitigation buyouts and open space acquisitions to encourage local governments to conserve vulnerable properties impacted by sea-level rise and flooding.
