USDOT Surface Transportation Block Grant Program
The U. S. Department of Transportation’s Surface Transportation Block Grant Program (STBG) is the most flexible of all Federal-aid highway programs, allowing wide discretion for recipients to use funds as needed to meet state and local transportation priorities. This includes any activities relating to construction of highways or other eligible facilities (including acquisition of right-of-way) as consistent with state and metropolitan long-range transportation plans. Activities and projects designed to improve climate resilience of transportation facilities, infrastructure, and systems, as well as related planning and vulnerability assessment activities, are eligible uses for STBG funding.

Maryland Community Resiliency Grants / CoastSmart Communities Grants
Maryland uses its Coastal Zone Management grant funding from NOAA to help local governments plan for an implement projects to adapt to the impacts of climate change. Historically, Maryland Department of Natural Resources allocated funds only to coastal communities because the grants were funded through NOAA's Office of Ocean and Coastal Resource Management. However, in the 2016 and 2017 grant years, DNR combined NOAA funds with funding from the Environmental Protection Agency to also make grants to green infrastructure projects to address stormwater flooding outside of the coastal zone.

FEMA Building Resilient Infrastructure and Communities (BRIC) Grant Program

The Federal Emergency Management Agency's (FEMA) Building Resilient Infrastructure and Communities (BRIC) grant program is designed to support state, territorial, and local governments and federally recognized tribes in their efforts to undertake hazard mitigation projects to reduce risks stemming from natural hazards and disasters. BRIC funding is available on an annual basis in states that have received a presidential disaster declaration in the past seven years from the date when FEMA issues a Notice of Funding Opportunity. The purpose of the BRIC grant program is to provide a consistent, sustainable source of federal pre-disaster funding to shift the focus away from post-disaster recovery spending by building community resilience before future hazards and disasters occur. The BRIC program replaced FEMA’s Pre-Disaster Mitigation grant program that served a similar purpose, but was administered differently and was not prescribed by Congress to be available on an annual basis.
FEMA announced a new round of funding for the 2021 Fiscal Year totaling $1.6 billion. The application period for new funding opens on September 30, 2021 and closes on January 28, 2022 at 3:00 P.M. ET. Of note, eligible state and local grantees should check with their State Hazard Mitigation Offices or departments to inquire whether there are additional requirements or earlier deadlines for project proposals or applications set by their own states that may differ from the federal deadlines.
This round of funding aligns with the environmental justice mandates of federal Executive Order 14008 by incorporating metrics that prioritize assistance in disadvantaged communities. Economically disadvantaged rural areas are eligible for a higher federal cost share on projects (90 percent federal, instead of 25 percent), and projects can earn extra consideration for providing community-wide benefits to disadvantaged communities.

USDA NRCS Emergency Watershed Protection Program
The U. S. Department of Agriculture (USDA) Natural Resource Conservation Service (NRCS) offers an Emergency Watershed Protection (EWP) Program to provide both technical and financial assistance to help local communities and individual landowners recover from disaster events that impair a watershed. The EWP Program provides two assistance program options for Recovery and Floodplain Easements. All EWP Program funding is provided to NRCS through Congressional appropriations. EWP Program funding offers the benefit of providing potentially faster and greater geographic coverage support for disaster-impacted communities because while a disaster event is required for eligibility, a presidential disaster declaration is not.

New York State Water Infrastructure Improvement Act Grant Program
July 2015
The New York State (NYS) Environmental Facilities Corporation (EFC) and the NYS Department of Health announced in July 2015 that $50 million in water infrastructure grants are available to local governments for critical water and wastewater infrastructure upgrades. For State Fiscal Year 2015-2016, $30 million of the funding will be available for clean water (wastewater) projects with priority given to the projects that increase resiliency to sea level rise and extreme weather events.

New York State (NYSERDA) Clean Energy Workforce Development Program
New York State’s Energy Research and Development Authority (NYSERDA) developed the Clean Energy Workforce Development Program, committing more than $100 million through 2025 to converting the State’s workforce to a cleaner, more resilient future. Working with partners across the State - including small businesses, local governments, frontline community leaders, and more - NYSERDA is focusing on funding five programs in the clean energy sector, including: (1) training in energy efficiency and clean technology; (2) on the job/site training; (3) providing internships to young adults; (4) offering training on building operations and maintenance; and (5) funding contractors that provide clean energy training.

U.S. Department of Transportation Infrastructure For Rebuilding America (INFRA) Program
The Infrastructure for Rebuilding America (INFRA) grant funding program exists to provide federal funding support to nationally or regionally significant highway and freight projects. In reviewing grant applications, the U. S. Department of Transportation (USDOT) prioritizes projects that support economic vitality, promote or deploy innovation, allow federal funding to be leveraged in attracting private investment, and support accountability. For the first time, however, in 2021 USDOT also began prioritizing projects that promote racial equity, and those that address climate change and environmental justice.

Florida Senate Bill (S.B.) 2514: Resilient Florida Trust Fund
May 13, 2021
On May 12, 2021, Florida Governor Ron DeSantis signed Senate Bill (S.B. 2514) into law creating the Resilient Florida Trust Fund (fund) within the Department of Environmental Protection (Fla. Stat. § 380.0935 (2021)). Accompanying S.B. 1954, the fund was established to support the Resilient Florida Grant Program and the development of the Statewide Flooding and Sea-Level Rise Resilience Plan. Funds from the Resilient Florida Trust Fund can also be put toward administrative and operational costs of the Florida Flood Hub for Applied Research and Innovation and for other coastal resilience initiatives. The fund is set to expire on July 1, 2025.

This progress report, while mainly directed at mitigation recommendations for which action by the state legislature is needed, summarizes other recommendations not requiring legislation to proceed, such as: internalizing climate change adaptation into agency work programs; coordinating, prioritizing, and funding research; updating the Oregon Conservation Strategy; developing an integrated water management plan; and funding efforts to reduce risks of uncharacteristic forest fires (Resolution Number 2008-5-007).

California Wildlife Conservation Board - Climate Adaptation and Resiliency Program

California’s Wildlife Conservation Board, within the Department of Fish and Wildlife, is a separate and independent Board with authority and funding to carry out an acquisition and development program for wildlife conservation. The Climate Adaptation and Resiliency Program was created by CA Assembly Bill 109 in 2017 to provide $20,000,000 to the Wildlife Conservation Board for local assistance, payable from the Greenhouse Gas Reduction Fund (GGRF), a statewide cap-and-trade program. The program funds are to be used for climate adaption and resiliency projects that will result in conservation and restoration of natural and working lands, and wildlife populations.
