Baltimore Climate Action Plan (Maryland)

The City of Baltimore, Maryland's Climate Action Plan (CAP), was developed by the Office of Sustainability with the primary goal of reducing Baltimore’s greenhouse gas (GHG) emissions, while thoroughly integrating adaptation measures. The plan involved the creation of a 22 member Climate Action Plan Advisory Committee, as well as working groups for Building Energy, Land Use & Transportation, Growing a Green City, and Adaptation.

Reconstruction of Wacker Drive (Chicago, Illinois) Using High Performance Concrete
November 2012
The City of Chicago redesigned and rebuilt the iconic two-level Wacker Drive using high performance concrete to be resilient to a variety of extreme weather conditions, such as severe freeze-thaw cycles. To prevent the same deterioration that had occurred with the previous design, the city required that the redesigned upper deck be built for a minimum 100-year service life, be chemically resistant to de-icing salts and have no cracks during the deck's 100-year life.

Delaware Estuary Living Shoreline Initiative
From the Partnership for the Delaware Estuary (PDE), the Delaware Estuary Living Shoreline Initiative (DELSI) is a pilot project designed to stabilize eroding shorelines of tidal marshes. PDE with Rutgers University has developed the "DELSI Tactic" of living shorelines which uniquely uses a combination of native wetland plants, natural structures, and intertidal shellfish to trap sediment and absorb waves. The DELSI Tactic provides an economical approach to communities that are struggling to combat the erosion of tidal marshes.

Equitable Adaptation Legal and Policy Toolkit - Georgetown Climate Center

The impacts of climate change disproportionately affect overburdened and low-income individuals and communities of color that already face significant economic and social challenges. The cumulative impacts of pollution, racism, and political and economic disenfranchisement make it difficult for these communities to withstand and recover from extreme heat, flooding, and other climate impacts. To help communities address the challenges of climate resilience and social inequality, the Georgetown Climate Center (GCC) partnered with leading experts and practitioners to develop the Equitable Adaptation Legal & Policy Toolkit, a comprehensive online resource to help state and local governments work with communities on climate adaptation solutions that put frontline communities first.

City and County of Honolulu, Hawaii Multi-Hazard Pre-Disaster Mitigation Plan
2019
In 2019, the City and County of Honolulu on the Hawaiian island of Oahu adopted an updated Multi-Hazard Pre-Disaster Mitigation Plan approved by the Federal Emergency Management Agency (FEMA). The dual purposes of the plan are to protect people and structures from damage, and to minimize the city and county’s disaster response and recovery costs. The plan, prepared by the Department of Emergency Management, addresses the relationship among various types of hazards, evaluates the effects of climate change, and prioritizes mitigation policies, actions, and projects.

California Coastal Commission DRAFT Coastal Adaptation Planning Guidance: Residential Development
March 2018
In March 2018, the California Coastal Commission (CCC) released Draft Coastal Adaptation Guidance for Residential Development (Draft Guidance) to provide local governments sea-level rise adaptation strategies and example legal and policy tools for residential development. CCC is an independent, quasi-judicial state agency that exercises oversight for activities affecting California’s coast. Through the Draft Guidance, CCC seeks to provide state and local decisionmakers with tools to address the complexities associated with coastal land uses across approaches to residential development that are compounded by variation in the physical environment. Specifically, the Draft Guidance offers a range of legal and policy tools to help facilitate local planning for resilient shorelines and protect coastal resources, including through potential managed retreat strategies. The guidance explores the advantages and disadvantages of many adaptation options, and offers model policy language that could be used to implement best practices. The guidance and model policy language examples may be useful for other coastal jurisdictions planning for or regulating the impacts of sea-level rise on development as the language can be customized and adapted to specific situations and contexts. This guidance can assist coastal managers, local governments, and planners to address climate impacts within their jurisdictions and improve the resiliency of their coastlines and communities.

State of North Carolina: North Carolina Regions Innovating for Strong Economies and Environment (RISE)

Regions Innovating for Strong Economies and Environment (RISE) is a program created by the North Carolina Office of Recovery and Resiliency (NCORR) and the North Carolina (NC) Rural Center. RISE supports resilience efforts in eastern North Carolina regions that have been impacted by recent storms. RISE promotes community-led resilience efforts, provides guidance to community members, builds local capacity, and brings leaders together to develop regional networks. RISE is funded by a U.S. Economic Development Administration grant and the Duke Energy Foundation. One initiative under the RISE program is Homegrown Leaders, which is a leadership and economic development training program created by the NC Rural Center. RISE and Homegrown Leaders are noteworthy examples of regional-scale approaches to overcome local resource challenges and comprehensively address future economic development and equity in rural communities as a part of resilience initiatives.

Maryland Executive Order 01.01.2024.31: Strengthening the State of Maryland’s Resilience Strategy

Issued by Governor Wes Moore on September 4, 2024, Maryland Executive Order 01. 01. 2024. 31: Strengthening the State of Maryland’s Resilience Strategy prioritizes resilience against climate hazards and other threats to Maryland's infrastructure, economy, and vulnerable communities. The Order also builds on the 2022 Senate Bill 630, which established the Office of Resilience within the Maryland Department of Emergency Management, required the appointment of a Chief Resilience Officer, and set requirements for the University of Maryland Center for Environmental Science to coordinate with the office.

Case Study of the Atlanta BeltLine - Adaptation Aspects
2016
The Atlanta BeltLine project demonstrates how cities can reuse underutilized sites and facilities to enhance city resilience to future climate impacts. (However, the BeltLine project is not being designed explicitly as a climate change adaptation project.) With the BeltLine project, the city is converting 22 miles of disused railway beds surrounding the city into a biking and pedestrian loop and a streetcar line, which will include 1,300 acres of new and 700 acres of restored greenspace.

City of Laguna Woods Climate Adaptation Plan
December 2014
This report describes the assessment of how climate change will impact the city of Laguna Woods - a small city within Orange County, California - and provides climate adaptation strategies and policy objectives for how the city can best address these challenges. The plan indicates that 80% of people living in Laguna Woods are 65 years or more old and finds that older adults are particularly vulnerable to the effects of climate change, such as extreme heat and severe weather.
