Executive Order 14057 (Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability)
December 2021
In December 2021, President Biden signed Executive Order 14057 (Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability) to address, among other things, climate change mitigation as well as several key points related to adaptation, resilience, equity, and environmental justice. EO 14057 deals with these issues through establishing several new positions and groups. It then calls on these new groups, as well as existing ones within the federal government, to put a greater emphasis on resilience and environmental justice in the infrastructure and operations spheres.

Coastal Resilience Solutions for Downtown Boston and North End
September 2020
The “Coastal Resilience Solutions for Downtown Boston and the North End” is a $200 to $300 million dollar, 50-year plan to protect the Boston waterfront, including Downtown, the North End, and the eastern edge of the city’s West End. The plan aims to protect these neighborhoods from a hundred-year flood on top of a 40 inch rise in sea levels by late this century. The integrated plan relies on a combination of natural (green infrastructure) defenses, breakwaters, seawalls, harbor walks, and raised land to protect the waterfront and inland areas from increases in coastal flooding and sea level rise.

Climate Action Plan of the Sierra Nevada: A Regional Approach to Address Climate Change
December 2009
The California state agency, Sierra Nevada Conservancy, completed a Climate Action Plan for the the Sierra Nevada region of the state with support from the California Natural Resources Agency. This plan looks at climate change impacts across the region, what additional actions can be taken in mitigating and adapting to the effects of climate change, and the gaps in information that were most prevalent for these efforts as of 2009. The plan includes 49 Action items, or specific activities, for addressing regional climate change impacts.

Making California’s Coast Resilient to Sea-Level Rise: Principles for Aligned State Action
April 2020
Co-developed by numerous state and regional agencies, Making California’s Coast Resilient to Sea-Level Rise: Principles for Aligned State Action is an outline of six principles for coordinated planning and adaptation around sea-level rise (SLR) in the state of California. The principles call for all supporting agencies to adopt a minimum SLR estimate of 3.5 feet by 2050. This assumption aligns with concerns expressed in the 2009 California Climate Adaptation Strategy that SLR will occur more quickly and severely than had originally been anticipated (new estimates anticipate California’s SLR reaching 7 feet or more by 2100). The principles include goals and objectives for agencies to implement resilience projects; use high-quality science; build resilience-based partnerships and communication networks; align policies across agencies; and support local resilience efforts. The guidelines aim to ensure that all of the state’s management, decisionmaking, and regulatory activities are “guided by a common, clear, and fundamental vision” to increase California’s coastal resilience and better adapt and prepare for climate change impacts.

Water Rising: Equitable Approaches to Urban Flooding
July 2020
In July 2020, the US Water Alliance released the report Water Rising: Equitable Approaches to Urban Flooding. The Report focuses on providing best practices for equitable solutions to flood control and resilience. It proposes five priority actions that policymakers can undertake to achieve this work: using data to identify risks, assets, and community vulnerabilities; committing to ongoing and meaningful community engagement; setting a proactive vision and building strategic alignment with that vision; fully incorporating equity into any resilience planning processes; and emphasizing that investors target frontline communities.

Evanston, Illinois Climate Action and Resilience Plan

The City of Evanston, Illinois’ climate plan envisions that by 2030, Evanston will meet 100% of electricity needs from renewable energy, and by 2050 become “a climate ready and resilient city that has successfully prioritized the needs of its most vulnerable while combating climate change. ” Evanston is a Great Lakes city, exposed to climate impacts such as increasingly intense storms, invasive species, hotter temperatures, drought conditions, human migration, and water quality impacts.

New Mexico SB 489 - Energy Transition Act
March 22, 2019
New Mexico’s 2019 Senate Bill 489 enacts the Energy Transition Act, establishing ambitious statewide renewable energy standards and a pathway the state will use to transition its economy towards one powered by clean energy. The bill includes tens of millions of dollars of economic and workforce support for communities affected by the transition away from coal. By incorporating equity considerations into its framework, this bill not only ensures greater renewable energy production, but also eases the burden of energy transition on frontline and disadvantaged communities.
