Past and Projected Trends in Climate and Sea Level for South Florida

This technical report summarizes trends in sea level rise, coastal climate variability and climate change impacts in south Florida. The report is one deliverable from a South Florida Water Management District (SFWMD) project to coordinate issues related to climate change and sea level rise in the region. SFWMD is a state agency that is responsible for managing water resources in a 16-county region that extends from Orlando to Key West, Florida.

July 2011

The National Association of Development Organizations (NADO) Resilient Regions report describes how regional planning and development organizations are helping local governments to re-build resiliently after natural disasters.  The report offers detailed case studies from Florida, Oklahoma, Mississippi, and Wisconsin. The strategies described demonstrate how land use planning can be adopted as a hazard mitigation tool to reduce vulnerability, promote economic growth, ensure natural resource protection, and adapt to climate change impacts.

Gulf of Mexico Climate Change Adaptation Inventory

The Climate Change Adaptation Inventory is a compilation of climate adaptation activities and research initiatives taking place at the federal, state, and local levels in communities adjacent to the Gulf of Mexico. The inventory focuses specifically on those projects and efforts that address climate change or sea level rise. Research activities captured by the inventory are limited to those projects that have applications to coastal communities, particularly planning and development, land management, and socioeconomic initiatives.

Creation of “Adaptation Action Areas” in Florida's Community Planning Act

June 2, 2011

The 2011 Florida Legislature passed the Community Planning Act (CPA - HB 7207) making significant changes to the state’s growth management laws, including the addition of optional adaptation planning for coastal hazards and the potential impacts of sea level rise. The Adaptation Action Area (AAA), as defined in the CPA, is an optional comprehensive plan designation for areas that experience coastal flooding and that are vulnerable to the related impacts of rising sea levels for prioritizing funding for infrastructure and adaptation planning.

Retrospective and Prospective Model Simulations of Sea Level Rise Impacts on Gulf of Mexico Coastal Marshes and Forests in Waccasassa Bay, Florida

The State of Florida is especially threatened by sea level rise due to extensive low elevation coastal habitats (approximately 8,000 km2 < 1 m above sea level) where the majority of the human population resides. This paper used the Sea Level Affecting Marshes Model (SLAMM) simulation to improve understanding of the magnitude and location of these changes for 58,000 ha of the Waccasassa Bay region of Florida’s central Gulf of Mexico coast. To assess how well SLAMM portrays changes in coastal wetland systems resulting from sea level rise, the study conducted a hindcast in which they compared model results to 30 years of field plot data.

A Unified Sea Level Rise Projection for Southeast Florida

April 2011

Southeast Florida with its populous coastal counties, subtropical environment, porous geology and low topography is particularly vulnerable to the effects of climate change, especially sea level rise. At the October 23, 2009 Southeast Florida (SE FL) Regional Climate Leadership Summit, the local diversity in sea level rise (SLR) projections was highlighted as a concern and a barrier to achieving regionally consistent adaptation policies. Following the summit, the four counties of Southeast Florida (Monroe, Miami-Dade, Broward and Palm Beach) entered into the SE FL Regional Climate Change Compact to work cooperatively to address climate concerns in the region.

Miami-Dade County Roadmap for Adapting to Coastal Risk

March 3, 2011

With assistance from the National Oceanic and Atmospheric Administration (NOAA) Coastal Services Center, the Miami-Dade County Office of Sustainability hosted a workshop for county department staff from across all sectors to learn about potential sea level rise (SLR) impacts on county assets and processes, provide input on a county-wide vulnerability assessment, and identify opportunities to adapt to SLR and other climate impacts. The workshop employed NOAA’s Roadmap for Adapting to Coastal Risk, which provides communities with a framework for conducting a participatory assessment of community vulnerability to coastal hazards as well as an approach for incorporating relevant risk information into local planning.

Initial Estimates of the Ecological and Economic Consequences of Sea Level Rise on the Florida Keys

The study, by the Nature Conservancy, is intended to catalyze interest in examining sea level rise impacts and developing adaptation strategies for the Florida Keys and similar islands in Florida and around the Gulf of Mexico and Caribbean Basin.   In 2007, the Conservancy acquired high-resolution Digital Elevation Models derived from airborne Light Detection and Ranging (LIDAR) data for Big Pine Key. Future shoreline locations and distribution of major habitats of Big Pine Key in the year 2100 were estimated using sea level rise scenarios described in the scientific literature.

Considering Climate Change in Florida’s State Wildlife Action Planning: A Spatial Resilience Planning Approach

2011

Conducted by the Massachusetts Institute of Technology (MIT) and commissioned by the Florida Fish and Wildlife Conservation Commission (FWC), this study piloted a new approach to incorporating climate change into wildlife conservation planning through a "spatial resilience planning" method. The method was tested, and recommendations developed, through a series of workshops with Florida species experts and wildlife managers that focused first on revising impact assessments for each species. Priority management actions and spatially specific planning options were then developed for each species under various climate change scenarios.

Integrating Climate Change Vulnerability Assessment into Adaptation Planning: A Case Study Using the NatureServe Climate Change Vulnerability Index to Inform Conservation Planning for Species in Florida

Developed by Defenders of Wildlife in partnership with the Florida Fish and Wildlife Conservation Commission, this report presents a case study using NatureServe’s Climate Change Vulnerability Index to inform planning for species conservation in Florida.   The work was a pilot for an adaptation framework that integrates information from species vulnerability assessments into a comprehensive planning process, to identify adaptation strategies and management opportunities for species vulnerable to climate change impacts.
