EESI-CCAP Report: Preparing Transportation Infrastructure for Increased Climate Risk

This report from the Center for Clean Air Policy (CCAP) and the Environmental and Energy Study Institute (EESI), presents the findings of a National Oceanic and Atmospheric Administration (NOAA) funded workshop to identify the critical information and technical assistance needs of state and local transportation agencies on climate change adaptation. Discussions between transportation and climate experts from all levels of government, academia, and non-profits are presented, and overall, they recognized that there needs to be a better understanding of climate science, as well as adaptation, in the transportation sector.

National Climate Change Adaptation Research Plan: Settlements and Infrastructure

The National Adaptation Research Plan for Settlements and Infrastructure (Settlements NARP) identifies priority research questions for climate change adaptation issues relevant to Australia’s cities, towns and regions - but offers useful adaptive planning strategies and considerations applicable to practitioners elsewhere. The Settlements NARP was developed in 2010 to identify research required to provide decision makers within government, industry and communities with the information they need to effectively respond and adapt to the impacts of climate change on settlements and infrastructure.

Preparing for a Changing Climate: Washington State's Integrated Climate Response Strategy

This report was prepared by the Washington Department of Ecology, offering recommendations on how existing state policies and programs can better prepare Washington State to respond to the impacts of climate change. This response strategy was built in collaboration with the state departments of Agriculture, Commerce, Fish and Wildlife, Health, Natural Resources, and Transportation - integrating the recommendations of the four advisory groups. It also utilizes the best available science on climate impacts from the Washington Climate Change Impacts Assessment, as well as Washington’s initial adaptation plan developed in 2008 under Executive Order 07-02.

Oregon Dept. of Transportation Climate Change Adaptation Strategy Report

The Oregon Department of Transportation’s (ODOT) Climate Change Adaptation Strategy Report is intended to provide a preliminary assessment of likely climate change impacts on ODOT assets and operations and adaptation strategies. ODOT is responsible for more than 19,000 lane miles of state highway, 2,700 bridges, thousands of culverts, and other critical infrastructure. All of this infrastructure is potentially vulnerable to the impacts of climate change, such as increased incidence of landslides, flooding, coastal erosion, and wildfires.

A Framework for Considering Climate Change in Transportation and Land Use Scenario Planning: Lessons Learned from an Interagency Pilot Project on Cape Cod: Final Report

The Interagency Transportation, Land Use, and Climate Change Pilot Project utilized a scenario planning process to develop a multi-agency transportation and land use focused development strategy for Cape Cod, Massachusetts. The intention of the project is to achieve a reduction in future greenhouse gas emissions while also considering the potential impacts of sea-level rise on the region. To help develop long-term mitigation and adaptation strategies, the Volpe Center of the Department of Transportation worked with a team of federal, regional, and state stakeholders to execute this scenario planning pilot project on Cape Cod in order to integrate climate change considerations into existing and continuing transportation, land use, coastal zone, and hazard mitigation planning processes.

Louisiana’s Coastal Master Plan – Projects to Protect Transportation Infrastructure

In 2012, Louisiana’s Coastal Protection and Restoration Authority (CPRA) developed a Coastal Master Plan to provide a system-wide plan for reducing hurricane flood risk and restoring land along the Louisiana coast. The Plan defines a set of coastal protection and restoration projects to be implemented by the state over the next 50 years. Six of these projects create wetlands in order to protect sections of Louisiana’s highways. The criteria used for selecting projects consider future climate impacts.

Cape Cod (Massachusetts) Interagency Transportation, Land Use, and Climate Change Pilot Project
March 2012
This report describes a pilot project in Cape Cod, Massachusetts initiated by the federal Interagency Working Group on Transportation, Land Use and Climate Change for the purpose of developing and testing a framework for assessing the effects of sea level rise (SLR) on land- use and transportation infrastructure, and reducing greenhouse gas (GHG) emissions from transportation sources. The goal of the project was to create a replicable process for other regions to follow for using scenario planning to consider climate change in transportation and land-use plans, and for coordinating across agencies and integrating agency planning processes.
