Adaptation Toolkit: Sea-Level Rise and Coastal Land Use

Development of an Adaptation Toolbox to Protect Southeast Florida Water Supplies from Climate Change

This project was performed to create a toolbox of options that southeast Florida utilities could pursue to meet water management needs, as well as the toolbox may have wider application to other coastal communities. This paper creates the connection between sustainable water supplies and Everglades restoration, outlines potential effects of sea level rise scenarios for coastal southeast Florida, and provides the toolbox of adaptation options for water, wastewater, and stormwater utilities. Also included are milestones to trigger infrastructure investments, as climate changes may occur more rapidly or more slowly than currently projected.

State of Illinois Drought Preparedness and Response Plan

The State Water Task Force is an interagency group that was assembled in 1980 to guide policy decisions related to water issues, and to prepare a State Water Plan for Illinois. The Task Force updates Illinois’ 1983 Drought Contingency Plan with this Drought Preparedness and Response Plan - continuing to provide local and state officials and the public with information on water supply issues, and key considerations for drought preparedness. This plan was developed from pilot regional water supply assessments and planning projects.

National Action Plan - Priorities for Managing Freshwater Resources in a Changing Climate

In October 2010, the Interagency Climate Change Adaptation Task Force published a Progress Report to the President describing Federal agency actions needed to better prepare the Nation to respond to the impacts of a changing climate. The Progress Report directed the Task Force’s Water Resources and Climate Change Adaptation Workgroup to lead the development of a national action plan to identify steps that Federal agencies can take to improve management of freshwater resources in a changing climate.

Regulatory Response to Sea Level Rise and Storm Surge Inundation City of Annapolis, Maryland

The City of Annapolis, Maryland established projected sea level rise estimates for the area, and developed planning and regulatory responses to sea level rise impacts on the City. This report reviews the sea level rise projections, summarizes potential municipal responses to the increased flooding risks, and provides recommendations on revisions that should be considered to the City’s code.

Sea-Level Change Considerations in Civil Works Programs (USACE EC 1165-2-212)

Developed in 2011 by the United States Army Corps of Engineers (USACE), this circular provides guidance for incorporating the direct and indirect physical effects of projected future sea-level change across the project life cycle in managing, planning, engineering, designing, constructing, operating, and maintaining USACE projects and systems of projects. The guidelines apply to all USACE elements having Civil Works responsibilities and is applicable to all USACE Civil Works activities. This guidance supersedes all previous guidance on this subject, and expires on September 30, 2013.

Paths to a Sustainable Region - Boston Region Long-Range Transportation Plan

The Boston Region Metropolitan Planning Organization’s (MPO) Long Range Transportation Plan (LRTP), “Paths to a Sustainable Region,” outlines policies, programs, and projects of regional significance or major infrastructure projects that have been identified as priorities for the region between now and 2035. The Boston LRTP adds climate change as an area of emphasis, and acknowledges the importance of adaptation measures to lessen or avoid potential impacts from climate change.
