The Urban Land Institute has found that real estate developers are incorporating green infrastructure stormwater management requirements into their business models. This report analyzes current stormwater policies and describes a variety of real estate development projects that have responded to them. The report details some of the latest advancements in stormwater management regulations cities are taking to address aging infrastructure, combined sewer overflows, and flood frequency, that are amplified by climate change.

The Green City Coalition (Coalition) -- a partnership between the Metropolitan Sewer District, the City of St. Louis, Missouri Department of Conservation, and the St. Louis Development Corporation -- is leading the conversion of approximately 9 acres of vacant land into greenspace for stormwater management and recreation purposes. The Wells Goodfellow neighborhood in St. Louis has the highest proportion of vacant land in the city, and also struggles with combined sewer overflows, basement backups, and street flooding that affect the Bissell Point Watershed broadly.

Developed by the Rockefeller Foundation, 100 Resilient Cities (100RC) is a non-profit dedicated to helping cities around the world become more resilient to climate change and other compounding stressors (e. g. high unemployment, aging infrastructure, social inequality). This report describes seven projects that exemplify urban resilience strategies supported by 100RC, and highlights 33 additional projects across 25 more member cities worldwide which are working on similar resilience challenges.

The City of Portland, Maine created the Bayside Adapts initiative to work with community members and organizations to adapt the Bayside neighborhood of downtown Portland to climate change impacts. The initiative includes two completed projects - the Bayside Adapts Design Challenge and the Sewer and Stormwater System Data Gap Analysis - which address the impacts of sea level rise, storm surges, and increased intense rainfall events in Bayside.

An increasingly common post-disaster mitigation approach, home buyout programs are generally intended to reduce vulnerability to future disasters. However, to date, there has been virtually no quantitative evaluation of whether or not coastal buyout programs are successful in reducing vulnerability. Through a change in vulnerability analysis, this study quantifies the success of the Staten Island buyout program in reducing the nationwide vulnerability of people and property to coastal flood hazards. Results show an increase in overall vulnerability, which includes exposure and social vulnerability, for 99% of the buyout participants studied. Buyout participants tend to relocate within five miles of their origin addresses, move to areas with higher levels of poverty, higher population density and greater percentages of individuals over 65. This analysis concludes that significant uncertainty remains with respect to whether or not the Staten Island buyout program met its objective of reducing the vulnerability of people and property to coastal flood hazards.

This paper presents approaches to residential flood mitigation through the RainReady program, developed by the non-profit Center for Neighborhood Technology. From the Center for Progressive Reform, this paper provides an analysis of the legal, policy, and corporate tools to acquire and govern land to relocate a community. It presents the most promising approaches that could feed into workable strategies for land acquisition, with the aim of protecting people and property in the short term, promoting climate resiliency in the long-term, and maintaining important cultural and economic assets. A number of case studies are included, many of which are focused on Native Americans and Alaskan Natives, since sea level rise and in turn coastal relocation is a present issue among these communities.
