This briefing paper provides an overview of California's current hydrology and water management practices, the shifts in the state’s hydrology due to climate change, and the changes in the water resources regulatory framework that are needed to adapt. The current regulatory framework described is based on the premise that the hydrological baseline, with accepted levels of year to year and seasonal variability in water flows, is a constant. California's hydrology is being altered by climate change, and the effects are predicted to become even more pronounced over the next several decades, altering this baseline.

'Adapting to Sea Level Rise: A Guide for California’s Coastal Communities' was created to serve as a guide for California’s coastal managers and community planners to develop adaptation plans for sea level rise (SLR) that are suited to their local conditions and communities. The guide begins with background information about climate change and SLR, and an explanation of why planners in coastal communities should begin to plan for SLR and the associated coastal hazards. The remaining sections describe the processes of performing SLR vulnerability assessments and risk analysis for the development of adaptation plans that can be tailored specifically to individual communities.

Developed cooperatively by the California Department of Water Resources (DWR), the U. S. Environmental Protection Agency, Resources Legacy Fund, and the U. S. Army Corps of Engineers, this handbook provides a framework for integrating the impacts of climate change into water resources management. Key decisions, resources, tools, and planning options are presented to guide resource managers and planners as they develop means of adapting their programs to a changing climate. The handbook uses CA DWR's Integrated Regional Water Management (IRWM) planning framework as a model into which analysis of climate change impacts and planning for adaptation and mitigation can be integrated at a regional scale.

In an effort to assist Integrated Resources Water Management (IRWM) practitioners, the California Department of Water Resources (DWR) developed a listing of climate change documents relevant to IRWM planning.

The California Regional Transportation Plan (RTP) Guidelines provides a uniform transportation planning framework for use by Metropolitan Planning Organizations (MPOs) and Regional Transportation Planning Agencies (RTPAs). The Guidelines cover all aspects of regional transportation planning, with one section offering recommendations for considering climate change. The Guidelines recommend that as a best practice, MPOs and RTPAs should begin to incorporate climate change into their long-range transportation plans.

Updated in 2008, the focus of the guide is to provide water managers a step-by-step process to anticipate and respond to potentially severe drought and other water shortages. Examples of well-conceived and executed plans in California and other parts of the country are provided to illustrate recommendations whenever possible. It also demonstrates that successful programs are commonly the result of a cooperative effort between water suppliers and their customers. This guidebook presents examples of efforts by water suppliers throughout the United States, along with a wide array of approaches to address variable water supply and demand scenarios throughout the state.
