The U. S. Government Accountability Office (GAO) has reviewed what federal agencies are doing to incorporate climate change adaptation into their natural resource planning and management activities. In August 2007, the GAO reported that federal natural resource managers lacked specific guidance for incorporating climate change into their planning efforts and management actions. This report examines (1) steps key federal natural resource management agencies have taken since 2007 to address climate change adaptation and (2) how these agencies have collaborated with each other at the national level since 2007 to address climate change adaptation.

Adaptation goals are presented with recommended strategies, best practices, and case studies of these strategies implemented in other localities.

The Federal Highway Administration (FHWA) partnered with State Departments of Transportation (DOTs), Metropolitan Planning Organizations (MPOs), and Federal Land Management Agencies (FLMAs) to pilot approaches to conduct climate change and extreme weather vulnerability assessments of transportation infrastructure, and to analyze options for adapting and improving resiliency. This pilot program is being jointly sponsored by the FHWA Office of Environment, Planning and Realty, and the Office of Infrastructure.

The District of Columbia has initiated a climate change adaptation assessment to examine current and projected risks from severe weather and to develop a resilience plan to sustain and enhance the District’s economy and quality of life. On March 14, 2013, the District Department of Environment (DDOE), the District Office of Planning (OP), and the Center for Clean Air Policy (CCAP) held a workshop to gather input to help shape future preparation efforts to ensure they reflect stakeholder knowledge, experience and priorities.

As part of President Obama's National Policy for the Stewardship of the Ocean, Our Coasts, and the Great Lakes (or the National Ocean Policy), the National Ocean Council (NOC) released National Ocean Policy Implementation Plan in April 2013. The Plan describes specific actions Federal agencies will take to address key ocean challenges, give states and communities greater input in Federal decisions, streamline Federal operations, save taxpayer dollars, and promote economic growth.
