IPCC 2007 Fourth Assessment Synthesis Report: Summary for Policymakers

This report is based on the assessment carried out by the three working groups of the Intergovernmental Panel on Climate Change (IPCC), and provides an integrated view of climate change as the final part of the IPCC Fourth Assessment Report.

The report addresses six topics:

  1. Observed changes in climate and their effects on natural and human systems;
  2. Causes of the observed changes;
  3. Projections of future climate change and related impacts under different scenarios;
  4. Adaptation and mitigation options over the next few decades and their interactions with sustainable development;
  5. The relationship between adaptation and mitigation on a more conceptual basis and over the long-term; and
  6. The major robust findings and remaining key uncertainties in the assessment.

This Synthesis Report completes the four-volume Fourth Assessment Report, which was released under the title “Climate Change 2007”. It summarizes the findings of the three Working Group reports and provides a synthesis that specifically addresses the issues of concern to policymakers in the domain of climate change. This 2007 report: 

- confirms that climate change is occurring now, mostly as a result of human activities;

- illustrates the impacts of global warming already under way and to be expected in future;

- describes the potential for adaptation of society to reduce its vulnerability; and

- presents an analysis of costs, policies and technologies intended to limit the extent of future changes in the climate system.
