Roadmap for Restoring Ecosystem Resiliency and Sustainability

Created by the Louisiana-Mississippi Gulf Coast Ecosystem Restoration Working Group of the Executive Office of the President, under President Obama, this strategy document, or "roadmap," provides guidance to Working Group members to address policy, process, and legal hurdles to coastal restoration in the region. It outlines specific actions to take place over 18 months in 2010 and part of 2011 for these participating agencies. It also lays the foundation for a long-term vision to be achieved jointly with the states in the region. 

The Roadmap is intended to improve coordination of federal restoration and protection activities and to complement longer-term planning processes already underway.  The report describes the Working Group's goal to define a shared Federal-State Vision for ecosystem sustainability of the lower Mississippi River, its delta, and the Louisiana and Mississippi coastal plains.  It then describes the Working Group's intent to assess current capacities and to identify gaps in science so as to be able to sufficiently implement the Federal-State Vision on the basis of the best scientific information. As a third step, the Working Group will evaluate barriers that have hindered implementation of past restoration efforts.

 An overview of federal programs available to help restore and protect Gulf Coast ecosystems is also included early-on in the report.

In October 2009, President Obama formed the Louisiana?Mississippi Gulf Coast Ecosystem Restoration Working Group, co?led by the White House Council on Environmental Quality (CEQ) and the Office of Management and Budget (OMB) and comprising senior?level officials from the National Oceanic and Atmospheric Administration, the U.S. Environmental Protection Agency, and the Departments of the Army (USACE), Homeland Security, the Interior, and Transportation.
