Broward County, Florida Ordinance 2017-16 and Future Conditions Maps for Infrastructure Design

Pursuant to Broward County Ordinance 2017-16, Broward County, Florida is referring to new groundwater maps that display how sea-level rise and precipitation changes are expected to affect future groundwater levels in reviewing applications for surface water management (i. e. , drainage infrastructure) licenses required for certain development projects. Due to the porous limestone geology throughout much of Southeast Florida, saltwater intrusion and increasing groundwater table levels are an increasingly concerning effect of rising sea levels.

Implications of Climate Change for Rhode Island Wastewater Collection and Treatment Infrastructure

This assessment for Rhode Island investigates how increasing storm intensities and flooding from climate change can impact wastewater treatment systems, including plants and pump stations throughout the state. The study presents the projected implications of climate change on Rhode Island’s nineteen public wastewater treatment facilities that are at risk of inundation, as by design they utilize low elevations, often in riverine or coastal floodplains. The RI Department of Environmental Management collaborated with the state’s Office of Housing and Community Development to evaluate these natural hazards, and begin integrating climate change considerations into wastewater system planning and design.

The Cost and Affordability of Flood Insurance in New York City
2017
This RAND study examined how recent changes to the National Flood Insurance Program (NFIP) would affect the affordability of insurance for homeowners and business in New York City. New floodplain maps in the city are expanding the number of homes and businesses that must carry flood insurance and increasing the rate of insurance for many structures. Legal changes to the NFIP are also phasing in rate hikes for many insureds. Using flood vulnerable areas in New York City as the study area, this study examined how these changes in the NFIP would affect the affordability of flood insurance.

Flood Protection Pay-Offs: A Local Government Guide to the Community Rating System

This comprehensive guide to the National Flood Insurance Program (NFIP) Community Rating System (CRS) is compiled by Wetlands Watch. The NFIP CRS program provides flood insurance discounts, of up to 45%, to constituents within a localities where local governments pursue activities that mitigate flood risks. The guide is meant to help local governments determine which practices may earn credit under the CRS program, what adjustments they may need to make to receive credit, and if funding opportunities are available to assist local governments in meeting credit requirements.

RainReady Calumet Corridor, IL Plan

This plan outlines a vision for stormwater management, sustainable economic development, and integrated planning to enhance resilience within the Calumet Corridor in Cook County, Illinois (20 miles south of Chicago). This area experienced a severe rain and wind storm in April 2013 resulting in urban flooding and widespread property damage. The region’s flat, low-lying topography, historical patterns of land development that covered natural land with impervious surfaces, the changing climate, and aging infrastructure all contribute to the Corridor’s vulnerability to future flooding.

West Virginia House Bill 2935 (2017): Resilience and Flood Protection Plan Act
2017
Enacted in 2017 by the West Virginia legislature, House Bill 2935 established the State Resiliency Office within the West Virginia Department of Commerce, and formed a Joint Legislative Committee on Flooding. The legislation recognized that all 55 counties and 32 major watersheds have been impacted by flooding, resulting in hundreds of deaths and repeated federal disaster declarations.

Using Geographic Tools to identify industrial and commercial facilities for which pollution prevention efforts may reduce exposure to hazards associated with climate-related flooding

This New Jersey focused report describes a Rutgers University project using geospatial analytical tools with environmental, flood, and climate data to inform state and federal program’s operations, local resilience planning, and public awareness. Rutgers researchers created a database of of 1,302 active industrial and commercial facilities in New Jersey and determined their vulnerability to flood impacts as climate conditions change, and the potential future exposures in communities where these facilities reside.
