Planning and Drought

“Planning and Drought” (PAS Report No. 574) presents best practices and case studies in drought planning. The report offers a comprehensive guide for citizens, planners, and communities to explore what drought is, how to track it, its impacts, and how planners and communities can prepare to mitigate its effects. This publication is the result of a partnership between the American Planning Association (APA), the National Drought Mitigation Center at the University of Nebraska-Lincoln, and the National Integrated Drought Information System (NIDIS).

Prince George's County, Maryland Clean Water Partnership

The Prince George’s County, Maryland Clean Water Partnership (CWP) - between Prince George’s County and a private company, Corvias - began in 2014 intending to retrofit 2,000 acres of property with green infrastructure for stormwater management. As part of this process, both partners agreed that an emphasis on employing local, under-represented communities was necessary. Within the three-year period during which the project was completed, 66 businesses were contracted, almost 1,600 businesses were reached, and over 200,000 hours of work were generated.

Prince George's County, Maryland - Clean Water Partnership Youth Engagement Program

The Clean Water Partnership (CWP) was established in 2014 between Prince George’s County, Maryland, and a private company, Corvias, to retrofit 2,000 acres to facilitate better, more resilient stormwater management. A significant component of the CWP - which has been extended 30 more years and to 4,000 more acres - is educating the community on resilient infrastructure and environmental literacy. Much of this engagement and education centers around the youth of Prince George’s County. Several programs, including the Junior Achievement Finance Park and End Time Harvest Ministries, have established training, internship, and educational programs for students throughout the school district.

Taking Action: A Progress Report on the National Fish, Wildlife and Plants Climate Adaptation Strategy
2014
The National Fish, Wildlife and Plants Climate Adaptation Strategy is a framework to support adaptation and conservation of the country’s natural communities over the next five to 10 years (from 2013), based on climate change projections for the next century. The multi-partner strategy outlines a unified approach to maintaining the key terrestrial, freshwater and marine ecosystems needed to sustain fish, wildlife and plant resources under the accelerating impacts of climate change. This Taking Action progress report describes 50 projects that demonstrate implementation of a variety of actions recommended by the Strategy.

Sand Berm to Protect Del Monte Avenue in Monterey, California
The shoreline along southern Monterey Bay has historically been subject to strong surge during storm events. These surge conditions are predicted to worsen in the future due to climate change. Each year on November 1, the City of Monterey creates a temporary sand berm to provide flood protection for Del Monte Avenue and an adjacent bike path. Del Monte Avenue is a low-lying road that runs adjacent to the public beach. The berm is designed to reduce the likelihood that storm surge will inundate the road.

EPA Reducing Urban Heat Islands: Compendium of Strategies
2008, 2014
The U.S. Environmental Protection Agency compendium describes the causes and impacts of urban heat islands, and details green infrastructure strategies and other activities for reducing heat islands. Six reports present the multiple benefits that a community can achieve from implementing heat island reduction strategies. Voluntary and policy efforts undertaken by state and local governments to mitigate urban heat islands are also described.

NYC Parks - Community Parks Initiative
2014
The New York City Department of Parks & Recreation (NYC Parks) Community Parks Initiative (CPI) is a program that directs investment in neighborhood parks that have the greatest needs, to create thriving public places for targeted communities. The CPI is part of a broader NYC Parks agenda – “Park Resiliency” – which ensures that parks and open spaces will withstand and recover from disruptive events such as coastal storms and catastrophic floods, and withstand more gradual threats such as sea-level-rise associated with global climate change.

Burlington, Vermont Climate Action Plan
2014
This report provides an overview of Burlington Vermont’s Climate Action Plan including climate mitigation and social equity goals. Burlington’s Climate Action Plan is comprised of over 200 strategies to reduce greenhouse gas emissions. A section of the plan is devoted to “Climate Change and Equity,” and the City of Burlington has identified key areas which present equity issues either presently or in the future.

Massachusetts Coastal Resilience Grant Program
2014
The Massachusetts Office of Coastal Zone Management (CZM) administers the Coastal Resilience Grant Program through its StormSmart Coasts Program which provides financial and technical resources to advance local efforts to increase natural storm damage protection, flood control, and coastal community resilience. Eligible projects can be in the areas of: vulnerability and risk assessment; public education and communication; local bylaws, adaptation plans, and other management measures; redesigns and retrofits; and natural storm-damage protection/green infrastructure.

Green Values - National Stormwater Management Calculator
The National Stormwater Management Calculator is one tool found in the “Green Values” Stormwater Toolbox developed by the Center for Neighborhood Technology. The National Green Values Calculator (GVC) is focused on stormwater run-off reduction, and is a tool for comparing the performance, costs, and benefits of green infrastructure, or Low Impact Development (LID), to conventional stormwater practices. The GVC is meant for a single site, or a campus of buildings contained on a single site.
