EPA 2013 Climate Change Adaptation Plan

February 7, 2013

On February 7, 2013, 35 federal agencies released their third annual Strategic Sustainability Performance Plans (SSPPs), which for the first time included Climate Change Adaptation Plans to help federal agencies reach sustainability and climate change resilience goals. President Obama signed Executive Order 13514 on October 5, 2009, which required each agency to issue an SSPP, set new sustainability standards for federal agency operations and directed agencies to improve their environmental, energy and economic performance.

Preparing for the Rising Tide (Boston, Massachusetts)

The report includes an overview of predicted climate impacts in New England, an analysis of Boston's preparedness for climate change, an assessment of Boston's vulnerability to coastal flooding and sea-level rise, and two site-specific vulnerability assessments and adaptation strategies.

Distributed Hydrology Soil Vegetation Model (DHSVM)

February 2013

DHSVM is a distributed hydrologic model that explicitly represents the effects of topography and vegetation on water fluxes through the landscape. DHSVM has been applied both operationally, for streamflow prediction, and in a research capacity, to examine the effects of forest management on peak streamflow, among other things. The website is maintained to disseminate the open-source model, provide examples of model applications, and enable global use of the model to study the impacts of climate change, land use change, forest management practices, flooding, stream temperature and quality.

EPA Community Resilience Pilot Project Wilmington, North Carolina

February 2013

This pilot project, sponsored by the U. S. Environmental Protection Agency (EPA), identifies potential risks from sea level rise to the water and wastewater infrastructure in coastal communities of North Carolina, and provides potential adaptation measures to reduce the risks to existing assets as well as future service areas. The City of Wilmington in partnership with New Hanover County and the Cape Fear Public Utility Authority (CFPUA), requested assistance from USEPA’s Office of Sustainable Communities to help identify adaptation strategies that could help to reduce the vulnerability of water and wastewater infrastructure to potential SLR and more intense storms.

Vision 3030: Terrebonne Parish, Louisiana Comprehensive Plan

February 2013

The Louisiana Office of Community Development - Disaster Recovery Unit (OCD-DRU) awarded funding to 30 communities in Louisiana affected by Hurricanes Gustav and Ike, to develop plans that address resiliency issues and local needs. These plans are the pilot projects around which much of the Louisiana Resiliency Assistance Program is based.

Caltrans - Addressing Climate Change Adaptation in Regional Transportation Plans: A Guide for California MPOs and RTPAs

This guide is intended to be a resource to support metropolitan planning organizations (MPOs) and regional transportation planning agencies (RTPAs) in incorporating climate change impacts into their decision-making and planning processes. The guide helps MPOs and RTPAs with assessing risks to transportation assets from different climate stressors, inventorying assets, assessing the vulnerability of assets, and incorporating climate change into long-range planning and investment decisions. To facilitate these processes, the guide includes: background information on climate adaptation, recommended data and information to assist in incorporating climate considerations into regional planning, and a step-by-step process for integrating climate risks into plans.

District of Columbia Department of Transportation: Climate Change Adaptation Plan

The District of Columbia Department of Transportation’s (DDOT) Climate Change Adaptation Plan describes the impacts that the District is likely to experience due to climate change, outlines a framework for identifying priority assets, and sets forth a series of action items for implementing the Plan. The target audience for this framework plan is decision makers, engineers, designers, planners, and other transportation professionals in DDOT. The plan focuses only on transportation and was developed based on the National Cooperative Highway Research Program (NCHRP) and Federal Highway Administration (FHWA) research and guidance.
