Denver Green Buildings Ordinance
November 2, 2018
The City of Denver, Colorado established a Green Buildings Ordinance in 2018 requiring all new and existing buildings over 25,000 square feet in size to incorporate a “cool roof” along with other green energy measures. The new ordinance strengthens Denver’s 2017 green roof ordinance to go beyond vegetated roof requirements with additional, cost-effective options for reducing greenhouse gas emissions and addressing urban heat island effects across the city.

Colorado Climate Plan 2018 Update - State Level Policies and Strategies to Mitigate and Adapt

Colorado published its first Climate Plan in 2007, and advanced the plan with State Level Policies and Strategies to Mitigate and Adapt in 2015. This version, updated in 2018, incorporates additional commitments to climate action, as laid out in Governor Hickenlooper’s 2017 executive order. The Climate Plan focuses on eight main sectors including water, public health, greenhouse gas emissions, energy, transportation, agriculture, tourism and recreation, and ecosystems. Updated climate mitigation and adaptation strategies and policy recommendations are given for each of the sectors.

Colorado HB 18-1394: Establishing a Resiliency Office

Colorado’s 2018 House Bill 18-1394 amends the Colorado Disaster Emergency Act, establishing the Colorado Resiliency Office to coordinate and oversee efforts to reduce the vulnerability and improve the resilience of individuals and communities in the state.

Recognizing the leading role that states are playing in addressing climate change, this report from the Institute for Agriculture & Trade Policy catalogues policies related to the need for agricultural adaptation in the 18 states states with climate adaptation plans (or specific agricultural policy papers). These states include: Alaska, California, Colorado, Connecticut, Delaware, Maine, Maryland, Massachusetts, Minnesota, New Hampshire, New York, North Carolina, Oregon, Pennsylvania, Utah, Vermont, Washington, and Wisconsin.

South Platte Watershed Natural Capital Resource Assessment
2018
Led by a project team of federal and state agencies and consultants, this assessment analyzes and values the ecosystem services provided by the South Platte Watershed in Colorado, and provides data and tools to help managers prioritize investments in restoration and preservation to maintain ecosystem health. The South Platte Watershed covers 3. 8 million acres spanning from the mountains to the Denver metropolitan area and adjacent plains. The assessment process involved mapping the natural assets in the South Platte Watershed and identifying the most important assets, valuing the ecosystem services provided by those assets, and developing a decision support tool to help prioritization of restoration and conservation decisions.

Colorado Resiliency Resource Center
The Colorado Resiliency Resource Center is an innovative online platform that offers guidance on resilience for local government agencies, elected officials, community organizations, and members of the private sector. It is one way that Colorado’s Resiliency Office, housed within the state’s Department of Local Affairs “supports and helps empower Colorado communities” as they prepare for the effects of climate change. Information is classified into three sections related to understanding, planning, and taking action for resilience.

Denver, Colorado Cold Weather Motel Voucher Program
The Denver Department of Human Services (DHS) offers a Cold Weather Motel Voucher program, which is designed to ensure that homeless families have a temporary place to stay during colder, inclement weather. Vouchers are offered by DHS between October and April, during periods when the temperature drops below 40 degrees and when all Denver shelters are at capacity. Families with children under the age of 18 can apply for a voucher through the program, and stay in a participating motel for up to two weeks.

Ripple Effects: Colorado Water Plan in Action 2017

Ripple Effects: Colorado’s Water Plan is a 2017 update on implementation of the plan that was published by the Colorado Water Conservation Board (CWCB) in 2015 - outlining two years of progress. Three main values are intended to guide the document: a productive economy, especially in the agricultural and tourism sectors; efficient water infrastructure; and a strong environment with healthy watersheds and wildlife. Many of the water plan’s objectives and strategies focused on climate change impacts to these focal sectors, and have been implemented according to this progress report.
