The Cost and Affordability of Flood Insurance in New York City

This RAND study examined how recent changes to the National Flood Insurance Program (NFIP) would affect the affordability of insurance for homeowners and business in New York City. New floodplain maps in the city are expanding the number of homes and businesses that must carry flood insurance and increasing the rate of insurance for many structures. Legal changes to the NFIP are also phasing in rate hikes for many insureds. Using flood vulnerable areas in New York City as the study area, this study examined how these changes in the NFIP would affect the affordability of flood insurance.

Pittsburgh, Pennsylvania Resilience Strategy
March 2017
The City of Pittsburgh, Pennsylvania released its Resilience Strategy in March 2017 to provide a holistic strategy for helping the city to manage challenges from a changing environment, globalization, and urbanization. The Strategy sets goals, objectives, and action organized around a “P4” community-centered framework addressing resilience in terms of People, Place, Planet, and Performance. The Strategy is intended to be a blueprint to help the city prepare for resilience challenges by helping the city improve coordination among government and non-governmental organizations, improve budgeting and capital coordination citywide, ensure the institutionalization of resilience practices, and increase resident engagement and empowerment.

RainReady Calumet Corridor, IL Plan
2017
This plan outlines a vision for stormwater management, sustainable economic development, and integrated planning to enhance resilience within the Calumet Corridor in Cook County, Illinois (20 miles south of Chicago). This area experienced a severe rain and wind storm in April 2013 resulting in urban flooding and widespread property damage. The region’s flat, low-lying topography, historical patterns of land development that covered natural land with impervious surfaces, the changing climate, and aging infrastructure all contribute to the Corridor’s vulnerability to future flooding.

Making Nashville a More Livable and Sustainable City for All

This report summarizes efforts, under Mayor Megan Berry, to make Nashville the “greenest city in the Southeast. ” The authors argue that, while recent planning by the Nashville-Davidson Metropolitan Planning Commission are likely to enhance environmental quality, more must be done to address poverty and historical inequities. Specific to climate adaptation, the report delineates how regional climate change will disproportionately impact low-income communities in Nashville, and describes how proposed initiatives can be expanded or adjusted to enhance equitable outcomes.

Southeastern Connecticut Regional Resilience Guidebook

This guidebook summarizes the main points of agreement from a dialogue between fifty professionals who met in the fall of 2016 to describe the top challenges and potential solutions that could promote regional resilience in Southeastern Connecticut. The challenges and solutions are organized by sector – including water, food, ecosystems, transportation, energy, the economy, and cross-sector issues and solutions. In addition, the guidebook provides an overview of the geologic context of the region and sample projects that showcase design options at the neighborhood, municipal, and multi-municipal scale.

Southeastern Connecticut Regional Resilience Vision Project

This report summarizes a year of dialogue organized by The Nature Conservancy, the Southeastern Connecticut Council of Governments, and Southeastern Connecticut Enterprise Region that aimed to develop a shared understanding of resilience for the region and potential solutions. This was the first regional resilience effort in Connecticut. The report details the key issues identified through a series of “challenges workshop dialogues,” in which participants conceptualized challenges relevant to water, food, ecosystems, transportation, energy, and the economy.

Opportunities for Equitable Adaptation in Cities: A Workshop Summary Report

This summary report describes the conversations and discussions of participants during a two-day workshop help in April 2016 focusing on on city-level actions that would support social justice goals and better prepare communities for the effects of climate change. The workshop convened nearly 50 thought leaders on equity and climate adaptation, including city officials, representatives of environmental justice and social justice organizations, state and federal partners, and funders who support this work.

Oregon Climate and Health Resilience Plan

The 2017 Oregon Climate and Health Resilience Plan outlines a set of recommendations for the state’s Public Health Division, local and tribal health departments, and community partners. While past reporting on climate and health in Oregon focused on impacts and specifically vulnerable and frontline communities in the state, this plan looks more to existing community assets, resources, and networks to support climate adaptation planning. The plan outlines a set of actions that the public health workforce specifically can take to adapt to climate change.
