Elevated Ventilation Grates for New York City’s Subway System

2009

New York City’s Metropolitan Transit Authority (MTA) installed raised ventilation grates at 25 different locations throughout the city in order to reduce flooding of their subway system. Similar strategies could be used for underground highway assets, such as tunnels, where ventilation systems are at risk of flooding.

Mapping Urban Risk: Flood Hazards, Race, and Environmental Justice in New York

January 1, 2009

This paper applies a more nuanced method for mapping population data to estimate the number of people potentially impacted by flood hazards in New York City.  The authors find that the number of people living in the floodplain in New York City is undercounted by traditional mapping methods by 37-72% compared to their method, and that this undercounting was not evenly spread across racial and ethnic groups. The paper also provides a literature review that outlines: why and how various groups of people may be impacted differently by the same disaster event, a review of environmental justice more broadly, and an overview of flood hazards in the U.

Sustainable Stormwater Management Plan 2008 for New York City

December 2008

The 2008 Sustainable Stormwater Management Plan was New York City's first comprehensive analysis of the costs and benefits of alternative green infrastructure methods for controlling stormwater. The product of an interagency task force, this plan provides a framework for testing, assessing, and implementing small installations to control stormwater at its source, such as source controls, green infrastructure, low impact development, best management practices, or BMPs.

New York City’s MTA Adaptations to Climate Change – A Categorical Imperative

October 2008

New York City’s Metropolitan Transportation Authority (MTA) commissioned this report, “MTA Adaptations to Climate Change: A Categorical Imperative,” to provide a risk-based framework for adapting MTA facilities to climate change impacts.   The assessment covers the entire MTA region, which includes New York City, 12 counties in southeastern New York, and two counties in southwestern Connecticut. Specifically, the report identifies steps for completing a vulnerability assessment; develops climate change scenarios for the region; conducts an initial survey of key vulnerabilities of MTA assets and operations by agency and type of hazard; and offers recommendations for ways that the MTA can assess critical infrastructure, plan for, and implement climate change adaptation projects.

Urban Heat Island Mitigation Can Improve New York City’s Environment: Research on the Impacts of Mitigation Strategies

Green “living” roofs and “cool” highly reflective roofs are building technologies that may offer solutions to mitigate the problems of the urban heat island effect.   Focusing on why these particular techniques may be incorporated into strategies for urban heat island mitigation, this paper reviews research assessing their environmental impacts, and discusses the effects of these "smart" rooftops on ambient air temperatures, energy use, and air quality.

The Potential Impacts of Global Sea Level Rise on Transportation Infrastructure

October 2008

Prepared by the U. S. Department of Transportation, this report provides a high-level estimate of the net effect of sea level-rise and storm surges to transportation infrastructure on the U. S. eastern seaboard by 2100. The study integrates estimates of eustatic sea-level rise based on IPCC scenarios and digital elevation maps to identify areas that will either be inundated or placed at risk during storms. These estimates do not account for local variations. Based on 9 modeling outputs, from 6cm to 59cm, the study identifies the roads, airports, ports, and rail lines at risk from New York down to Florida, and it provides quantitative data on the extent to which each state in the study area will be affected by sea-level rise.

This report reviews studies projecting the impacts of climate change on air quality and studies projecting the impacts of these changes on morbidity and mortality. Specific attention is given to cities on the East Coast of the United States, and California.

City of New York Climate Change Assessment and Action Plan (NYC Department of Environmental Protection)

May 2008

This report summarizes analysis and actions that address New York City's drinking water delivery, storm water management, and waste water treatment systems. It presents the steps that the NYC Department of Environmental Protection (DEP) has taken over the last four years (2004-2008) to address climate change, including efforts to assess the impacts of climate change on NYC's water systems, and identifies opportunities for meaningful changes to water management. The report includes the findings and recommendations to date of DEP's Climate Change Program and Task Force and the immediate actions that the DEP has committed to undertaking to manage climate impacts.
