Assessing the Vulnerability of Watersheds to Climate Change

The US Forest Service (USFS) Watershed Vulnerability Assessment (WVA) project developed an approach to assessing the vulnerability of water resources in a watershed to projected climate-hydrologic changes. The WVA project was conducted by watershed and aquatic specialists from 11 National Forests across the country representing all nine Forest Service regions. Based on the lessons learned from the pilot projects, this summary report provides guidance on the process of conducting such an assessment, with supporting information for all the key stages of the process.

Homeowners' Insurance Changes in Coastal Virginia: Causes and consequences for shoreline communities
July 2013
This study reviews the extent to which the private insurance industry may influence adaptation to climate change along Virginia’s tidal shoreline through homeowners insurance. Homeowners insurance is becoming more costly along the Atlantic Coast and coverage is changing, especially for wind damage. This year-long study by Wetlands Watch explored the private sector perceptions on sea level rise and climate adaptation, examines the specific drivers behind increasing insurance rates, and provides plausible adaptive actions in response to these increasing rates.

Updating Maryland's Sea-Level Rise Projections
June 26, 2013
Led by the University of Maryland Center for Environmental Science, the report was prepared by a panel of scientific experts in response to Governor Martin O’Malley’s Executive Order on Climate Change and “Coast Smart” Construction. The 21-member panel reviewed projections from Maryland’s 2008 Climate Action Plan and provided updated recommendations based on new scientific results that can better inform projections of sea level rise for the state.

Recommendations are provided on how to address climate impacts on wildlife by reducing carbon pollution, and for safeguarding species from the current and future impacts of climate change.

The Impact of Climate Change and Population Growth on the National Flood Insurance Program Through 2100

This report prepared by AECOM was commissioned by the Federal Emergency Management Agency (FEMA) to analyze potential long-term effects of climate change on the National Flood Insurance Program (NFIP). Through this study, FEMA hopes to understand the potential impact of climate change on the financial strength of the NFIP, and recommend options to increase the NFIP’s viability. The climate change impact assessment includes all 50 states, as well as consideration of the U. S. territories, where attention was given primarily to areas of greatest population and the largest inventory of at-risk properties.

Washington Connected Landscapes Project: An Evaluation of the Utility of Fine-Scale, Downscaled Climate Projections for Connectivity Conservation Planning
June 2013
This study, conducted by the Washington Wildlife Habitat Connectivity Working Group, analyzed the usefulness of downscaled temperature and precipitation projections for informing habitat connectivity conservation planning. The goal of the study was to determine whether downscaled climate projections could help identify habitat corridors that are most resilient to climate change and should be prioritized for conservation investment decisions.

NOAA Economic Framework - What Will Adaptation Cost?

Developed by the National Oceanic and Atmospheric Administration (NOAA), this framework was designed to help coastal communities evaluate the costs and benefits of different adaptation strategies. The framework walks users through a four-step process for evaluating and monetizing risks from sea-level rise, and for calculating the costs and benefits of various strategies. The report cross-references tools and spatial data that can be used to apply this framework in a user's own local jurisdictions.

California Climate Change Consortium for Specialty Crops: Impacts and Strategies for Resilience
2013
The California Climate Change Consortium, made up of individuals involved in specialty crop production, prepared a report in 2013 for the California Department of Food and Agriculture focused on the impacts of climate change. It addition to outlining these risks, the Consortium report also proposes strategies for resilience, specifically addressing the impacts of changing temperatures, limited water resources, increased pest pressure, and pollinator decline within the state. The assessment used regional vulnerability assessments to account for localized effects climate change and to weigh the likelihood of losing farmland due to socioeconomic pressures, urbanization, or soil degradation.

Summary of Potential Climate Change Impacts, Vulnerabilities, and Adaptation Strategies in the Metropolitan Washington Region (Washington D.C.)

Subtitled 'A synopsis of lessons learned from the Metropolitan Washington Council of Governments’ (COGs') climate adaptation planning initiatives from 2010 - 2012,' this report is intended to identify effects of climate change in the region, and encourage local resiliency planning. This is part of an ongoing project with the Environmental Protection Agency's (EPA's) Office of Sustainable Communities to create an EPA guidebook on smart growth and climate adaptation. The report summarizes key information that has been learned throughout the process of working with EPA, stakeholders and climate experts on the development of the guidebook.
