Climate Framework for Delaware

The Climate Framework for Delaware, released by Governor Jack Markell on March 2, 2015, details the state’s plans for reducing carbon pollution and preparing for the future impacts of climate change. Summarizing the recommendations from the three workgroups formed under Delaware Executive Order 41- Mitigation, Adaptation, and Flood Avoidance - the Framework describes the actions that state agencies have already taken to mitigate emissions and adapt to impacts, and outlines recommendations for future actions on both fronts.

USDA Departmental Regulation 1070-001: Climate adaptation

The U.S. Department of Agriculture (USDA) announced in June 2015 additional steps it is taking to integrate climate change adaptation into USDA's programs and operations. Under Departmental Regulation 1070-001, the updated USDA Policy Statement on Climate Change Adaptation, USDA recognizes that climate stressors have consequences for food production, yields of staple crops, forests and grasslands, and in turn, affect the economic stability of individuals, communities, and the country.

Presidential Executive Order 13690 - Establishing a Federal Flood Risk Management Standard and a Process for Further Soliciting and Considering Stakeholder Input

President Obama's Executive Order 13690 directs federal agencies to adopt new flood risk reduction standards for the siting, design, and construction of federally funded projects. The new rules will ensure that flooding from climate change will be taken into account in the development of federal projects and are expected to save taxpayers money in the long run by reducing federal disaster assistance spending following extreme weather events.

Draft Federal Flood Risk Management Standard Implementing Guidelines

President Obama issued Executive Order 13690, “The Federal Flood Risk Management Standard” in 2015 creating a new national minimum flood risk management standard to ensure that federal actions that are located in or near the floodplain consider risks, changes in climate, and vulnerability. The Order anticipates increases in both climate change impacts and the intensity of those impacts over time. The Guidelines provided by FEMA are for use by Federal agencies to guide the implementation of the updated Federal Flood Risk Management Standard (FFRMS).

Port Authority of New York and New Jersey (PANYNJ) Engineering Department Manual - Climate Resilience Design Guidelines

The Engineering Department of the Port Authority of New York and New Jersey (PANYNJ) produced the Climate Resilience Design Guidelines (guidelines) to ensure that climate-related risks are factored into design and management of agency facilities and infrastructure. In particular, the guidelines focus on future sea-level rise projections and provide a methodology for incorporating projections into design criteria while allowing project teams flexibility to design cost-effective solutions. PANYNJ project architects and engineers are to use the guidelines to assess the vulnerability of projects to future impacts and to address those impacts when designing port authority infrastructure and buildings.

Recommendations of the Build America Investment Initiative Interagency Working Group

In July 2014 President Obama launched the Build America Investment Initiative to increase infrastructure investment and spur economic growth. In January 2015, as part of that Initiative, the U. S. Treasury Department and Department of Transportation have issued a set of Recommendations of the Build America Investment Initiative Interagency Working Group, with a focus on expanding public-private collaboration in U. S. infrastructure development and financing. Some of the priority strategic opportunities addressed in the report include increasing infrastructure resilience where new infrastructure investments present opportunities to “increase the nation’s climate preparedness and ecosystem resilience by incorporating projected future climate conditions into their placement and design.

Comprehensive Economic Development Strategy (CEDS) Content Guidelines
January 2015
The U. S. Economic Development Administration (EDA) issued revised guidelines in 2015 that outline the federal requirements and guidance for writing a Comprehensive Economic Development Strategies (CEDS). The CEDS guidelines now require regional economic development agencies to consider how climate change will affect economic development and to include strategies for increasing economic resilience. The guidelines acknowledge that a region’s long-term economic resilience will be defined by its ability to quickly recover from economic shocks and that climate change will increasingly cause economic disruptions.

Portland, Oregon Tree Code
2011
In 2011, the City of Portland, Oregon developed a new tree code in order to preserve the urban forest and to actualize goals in the city's 2007 Urban Forest Action Plan. Prior to the new tree code, tree-related regulations were inconsistent with city policies and processes relating to planting and removal of city, street, and private trees. Recognizing that trees provide environmental, social and economic benefits to the city, the City of Portland established a legal framework and clear permitting processes to regulate trees in both development and non-development situations.

Chicago Zoning Ordinance 17-4-1015 Green Roofs Incentives
2015
Chicago’s zoning code awards a Floor-Area Ratio (FAR) bonus for green roofs that cover more than 50 percent of the roof area. The FAR is available for buildings in downtown mixed-use districts. This type of incentive does not cost the municipality any additional money beyond a small amount of staff time to assess the plans and grant the FAR bonus. For new buildings, developers can make more money by being able to build more square footage on the same plot, and the city gets more square footage of green roofs without large expense.

Kaua’i Shoreline Setback Ordinance (No. 979, Bill 2461, 2014)

The County of Kaua'i, Hawaii passed a Shoreline Setback Ordinance (effective December 5, 2014) that strengthens the county's shoreline setback requirements. The purpose of the updated bill is to "protect life and property, ensure the longevity and integrity of Kauai’s coastal and beach resources and strengthen current shoreline setback requirements by incorporating science-based erosion rates established in the Kauai Coastal Erosion Study, and current coastal hazard mitigation best practices and strategies.
