Coastal Adaptation: A Framework for Governance and Funding to Address Climate Change - New York, New Jersey, and Connecticut region

The Regional Planning Association (RPA) - for the New York, New Jersey, and Connecticut region - developed this report on coastal climate change adaptation strategies and governance - responding to climate impacts projected for the area such as sea level rise, extreme storms, and severe flooding. According to the report, more than 20% of the region’s municipalities (167) face a future of coastal flooding (either intermittent from storms or permanent from sea level rise). Along with the report, RPA is recommending a new Regional Coastal Commission to help implement adaptation solutions across state lines, produce a regional coastal adaptation plan, and “award funding from new adaptation trust funds” - among other goals.

Using Geographic Tools to identify industrial and commercial facilities for which pollution prevention efforts may reduce exposure to hazards associated with climate-related flooding

This New Jersey focused report describes a Rutgers University project using geospatial analytical tools with environmental, flood, and climate data to inform state and federal program’s operations, local resilience planning, and public awareness. Rutgers researchers created a database of of 1,302 active industrial and commercial facilities in New Jersey and determined their vulnerability to flood impacts as climate conditions change, and the potential future exposures in communities where these facilities reside.

New Jersey Fostering Regional Adaptation through Municipal Economic Scenarios (NJ FRAMES)
2016
Based in coastal Monmouth County, New Jersey, NJ FRAMES is a collaborative project between the New Jersey Dept. of Environmental Protection, research institutions, and local communities to study and plan for future coastal hazards and flood vulnerability in the region. In 2016, the National Oceanic and Atmospheric Administration (NOAA) awarded New Jersey a nearly $900,000 Regional Coastal Resilience Grant in support of adaptation planning for 15 municipalities in northeastern Monmouth County.

Climate Adaptation: The State of Practice in U.S. Communities

Looking at 17 communities engaged in adaptation, this report examines what communities are doing to address climate risks. It finds that communities are often motivated by extreme climate event and are more focused on reducing their current vulnerabilities to extreme events, compared to addressing future climate impacts. Despite this, there is encouraging evidence that communities can begin addressing climate change risks and overcome barriers to action and implementation. The 17 case studies provide insights into the key components of a well-adapted community.

GCC: Rebuilding with Resilience - Lessons from the Rebuild by Design Competition After Hurricane Sandy

This Georgetown Climate Center report analyzes the six winning Rebuild by Design competition projects that were awarded funding after Hurricane Sandy to demonstrate innovative approaches for rebuilding disaster-affected communities in ways that will enhance physical, social, economic, and environmental resilience. This report includes detailed case studies of each of the six winning projects two years into their implementation, and the report summarizes the important lessons that are being learned by officials at all levels of government as they work to design and construct these cutting-edge infrastructure projects in ways that will deliver multiple community benefits and prepare these communities for future impacts from climate change.

NWF also offers policy solutions for both mitigation and adaptation to climate change.

Buy-in for Buyouts: The Case for Managed Retreat from Flood Zones

In this report, the Lincoln Institute of Land Policy and the Regional Plan Association present best practices for state and local governments to encourage residents and communities vulnerable to flooding to relocate from coastal and riverine areas through managed retreat. Based on the experiences of communities in New York, New Jersey, and Connecticut following Hurricanes Sandy (2012) and Irene (2011), the report summarizes the political, social, and economic challenges of using buyouts and acquisitions as an adaptation strategy.

U.S. Military on the Front Lines of Rising Seas

The Union of Concerned Scientists (UCS) has analyzed the exposure and vulnerability of coast military installations to tidal flooding and sea level rise through the end of the century. 18 East and Gulf Coast sites in Florida, Georgia, Maine, Maryland, North Carolina, New Jersey, South Carolina, Virginia and Washington D. C. were selected to be representative of coastal installations nationwide in terms of size, geographic distribution and military branch. US Military on the Front Lines of Rising Seas includes an executive summary, a two-page fact sheet, and individual fact sheets for each of the 18 bases.

Newark, New Jersey Environmental Justice and Cumulative Impact Ordinance

The Newark Municipal Council passed the Environmental Justice and Cumulative Impacts Ordinance to address long standing health disparities among Newark’s poorest communities. While the ordinance is not specifically about climate change, it does provide a mechanism to address cumulative environmental impacts that lead to the disproportionate climate risks on low-income residents and people of color. This ordinance requires industrial and commercial development proposals to include information about cumulative environmental impacts that will allow decisionmakers and the public to make an informed decision if the development meets the city’s sustainability goals.
