Maryland Forest Preservation Act of 2013

In April 2013, the Maryland General Assembly passed the Forest Preservation Act of 2013 (HB 706, approved by Governor Martin O’Malley on May 2, 2013 and effective October 1, 2013), which seeks to stop forest loss in the state and maintain the state’s existing 40 percent tree canopy cover by instituting a “No Net Forest Loss” policy. Instead of using regulations or maintenance requirements to prevent forest loss, the Act utilizes new and modified incentives for private landowners to conserve and preserve forestland.

District of Columbia Green Area Ratio - Zoning Regulations

The District of Columbia (Washington D. C. ) Green Area Ratio (GAR) is an environmental sustainability zoning regulation which sets requirements for landscape elements and site design to help reduce stormwater runoff, improve air quality, and mitigate urban heat. The GAR sets minimum lot coverage standards for landscape and site design features to promote greater livability, ecological function, and climate adaptation in the urban environment. The GAR requirements provide a firm retention target and allow local governments to weight the elements they prefer in order to influence behavior, while providing some measure of flexibility for property owners.

Connecticut SB 1010 - An Act Concerning Sea Level Rise and the Funding of Projects by the Clean Water Fund (Public Act No. 13-15)

This Act amends the factors that the Commissioner of the Connecticut Department of Energy and Environmental Protection (DEEP) must consider when establishing the priority list and ranking system for making Clean Water Fund (CWF) grants and loans for eligible water quality projects. Specifically, the law requires the Commissioner to consider sea level rise and the necessity of implementing measures to mitigate its impact when establishing the priority list and ranking system to determine projects that will receive grants and loans from the Clean Water Fund.

Prepared by the California Governor’s Office of Emergency Services (Cal OES), this report is a comprehensive update of the 2010 State Hazard Mitigation Plan (SHMP) addressing the impacts of disasters caused by natural, technological, accidental, and human-caused hazards in California.

DE EO 41: Preparing Delaware for Emerging Climate Impacts and Seizing Economic Opportunities from Reducing Emissions

In September 2013, Governor Jack Markell signed Executive Order 41 that created the Cabinet Committee on Climate and Resiliency comprised of leadership from 11 state agencies and departments. The committee oversaw the development of a climate mitigation plan for the state, and developed recommendations for improving Delaware’s preparedness and resilience to climate impacts on public health and safety, public infrastructure and facilities, water resources, natural ecosystems, agriculture, tourism, and more.

Chicago’s Building Energy Programs

The City of Chicago adapted energy efficiency policies for both commercial and residential buildings to support both its mitigation and adaptation goals. Waste heat from energy consumption has been estimated to account for about one-third of the urban heat island effect, in some US cities, and energy efficiency policies can be an effective strategy and mitigating these effects. Chicago's Energy Benchmarking Ordinance

The City of Chicago adopted energy efficiency policies for both commercial and residential buildings to help reduce waste energy from residential and commercial buildings, which accounts for about one-third of the urban heat island effect, in some US cities. [/ref] This ordinance in combination with the city's energy conservation code and utility cost disclosure ordinance seek to enhance energy efficiency in the city's building stock and reduce waste heat from buildings.

New Jersey S2815: Drinking water, wastewater infrastructure resiliency program; NJ Environmental Infrastructure Trust (NJEIT)

In August 2013, New Jersey Governor Chris Christie authorized $1. 28 billion in state financing for critical improvements to drinking water and wastewater infrastructure projects across the state under S2815. The funding includes $355 million that will protect and provide resiliency to infrastructure directly impacted by Superstorm Sandy. The bipartisan supported legislation establishes a three year program that could allocate up to $5 billion, not only to repair the plants, but also to harden them against future extreme weather events.

Establishing the Washington Coastal Marine and Marine Resources Advisory Councils (2013-14 ESB 5603)

Effective July 28, 2013 under Washington Governor Jay Inslee, Engrossed Senate Bill 5603 established a Coastal Marine Advisory Council and a Marine Resources Advisory Council. The Coastal Marine Advisory Council was created to be a forum for discussing a variety of coastal water issues and to provide recommendations to the governor and legislature on coastal waters resource management issues. The Marine Resources Advisory Council was created to focus more specifically on issues of ocean acidification and provide recommendations to the governor and legislature of actions to reduce the effects and sources of ocean acidification.

New Hampshire Senate Bill 163: Establishing a commission to recommend legislation to prepare for projected sea level rise and other coastal and coastal watershed hazards
