Designing with Water: Creative Solutions from Around the Globe

Developed by The Boston Harbor Association (TBHA) and Sasaki Associates, this report focuses on urban design solutions to sea level rise resulting from climate change. Designing with Water provides Boston-relevant case studies and innovative designs for city planners and developers to adapt to flooding and enhance urban resiliency. The report is the second in the Preparing for the Rising Tides series, which the TBHA first released in 2013, assessing the neighborhood-level sea level rise flooding risk to Boston.

Sea Level Rise and Nuisance Flood Frequency Changes Around the U.S.

This technical report from National Oceanic and Atmospheric Administration (NOAA) describes the increased rate and severity of recurrent coastal flooding events as related to sea level rise. It also addresses what climatic patterns are associated with year-to-year differences in flooding, and during what season nuisance floods typically occur and why.

Prince George's County, Maryland Repetitive Loss Area Analysis Report
2014
In 2014, Prince George’s County, a Class 5 Community Rating System (CRS) community, prepared a repetitive loss area analysis (RLAA) report through its Department of Environmental Protection. CRS is a voluntary program administered by the Federal Emergency Management Agency (FEMA) under the National Flood Insurance Program that allows participating local governments to earn discounts on their residents’ flood insurance premiums. Prince George's County commissioned the report to inform the development of its hazard mitigation plan due to an increase in the number of repetitive loss properties in the county.

North Carolina Flood Risk Information System

In North Carolina, the state developed a Flood Risk Information System to improve the accuracy and functionality of the state's floodplain maps, and to help local governments and state agencies make decisions about how to reduce flood losses (or mitigate flood risks). The state digitized the floodplain maps developed by Federal Emergency Management Agency (FEMA) using high-resolution LiDAR data for the entire state, and developed this System to make the maps more accurate and easier to use. This System incorporates additional data layers not included on FEMA floodplain maps - such as flood depth damage information determined from building footprints, parcel information, and first floor elevations.

The Prevalence and Cost of Urban Flooding
May 2014
Investigating Cook County, Illinois as a case study, this report assesses the financial cost related to urban flooding between 2007-2011. Urban flooding as described here can include overflow from rivers and streams, sewage pipe backups, water seepage through building walls and floors, and stormwater accumulation. Cook County is primarily urban and densely populated with the City of Chicago making up approximately 54% of the population. The study found that urban flooding is chronic and often repetitive in this county, costing a total of $773 million in insurance claims over five years.

Floods in Boulder: A Study of Resilience
April 2014
This research examines a potentially catastrophic flooding event in Boulder, Colorado in September 2013. Though the scale of flooding was unprecedented, “only” 10 lives were lost, most infrastructure was maintained, and the recovery has been considered successful. In this study, the Institute for Social and Environmental Transition (ISET) examines Boulder’s demonstrated flood resilience, and how the physical and human systems, as well as legal and cultural norms played into Boulder's flood response.

City of Chicago Green Stormwater Infrastructure Strategy
April 2014
In 2014, Chicago, Illinois released its green stormwater infrastructure plan to improve the city’s water quality, reduce flood risks, and build climate resilience. With 26-miles of lakefront and 28-miles of riverfront, Chicago understands that water is both one of its greatest assets and largest sources of risk. This plan describes ways to integrate green techniques into Chicago’s well established, but already overtaxed stormwater system that will only become more burdened as climate change causes increased precipitation.

Virginia HJ 16: Recurrent flooding; joint subcommittee established to formulate recommendations to address
March 8, 2014
The Virginia General Assembly passed House Joint Resolution No.16 in 2014, which considers the issue of recurrent flooding in Tidewater and Eastern Shore locales and establishes a “joint subcommittee to formulate recommendations for the development of a comprehensive and coordinated planning effort to address recurrent flooding” that will meet for two years.

New York State Bridge Scour Program
January 2014
New York has announced a program to upgrade 105 critical bridges across the state by repairing existing scour damage and increasing resilience to future damage from floods and extreme weather events. The Bridge Scour Program will ensure that the essential transportation infrastructure remains safe and provides access for emergency responders during the severe weather events that have become more common in New York and may further increase in frequency and severity under future climate conditions.
