Building Public Support for Floodplain Management: Guidebook

This document provides guidance to enable better communication by floodplain managers to community stakeholders in regard to changes in flooding conditions and regulations. This is a particularly challenging field because, as the authors explain, current (as of 2010) economic incentives created by the National Flood Insurance Program make mitigating hazards in flood-prone areas difficult. Consequently, the report explains how floodplain managers can better understand stakeholders' goals, explain flood hazards, provide explanations of new policies, and implement outreach and education programs.

Assessing the Risk of 100-Year Freshwater Floods in the Lamprey River Watershed of New Hampshire Resulting from Changes in Climate and Land Use

This NOAA funded project is assessing flood risk associated with existing and future land use and climate change scenarios for the Lamprey River watershed of Great Bay, New Hampshire to support land use decision-making. Key products include maps at the watershed and municipality scale of the 100-year flood risk boundaries and river discharge at specific locations under selected land use and climate change scenarios.

Costs of Defending Against Rising Sea Levels and Flooding in Mid-Atlantic Metropolitan Coastal Areas

This assessment identifies the potential costs of continually rising ocean levels and associated flooding, specifically on the mid-Atlantic Coast. Metropolitan areas are susceptible to detriment on many levels, such as severe property damage and loss of natural resources, from sea level rise and related inundation and extreme weather events. This paper addresses what it would cost to minimize or eliminate such damage.

Encouraging Adaptation to Climate Change: Long-Term Flood Insurance

This paper from Resources for the Future (RFF), is focused on flooding impacts in the U. S. as a result of climate change, and in particular, the increases in severity and frequency of hurricanes. The authors examine potential issues that may arise from climate change given the rising population density in coastal regions and the expected volatility of weather patterns. The report also provides an overview of the risks and impediments to effective insurance markets in the face of climate change and outlines the need for and advantages of long-term insurance planning.

Seabrook, New Hampshire - Adaptation Strategies to Protect Areas of Increased Risk From Coastal Flooding Due to Climate Change

The Regional Planning Commission (RPC) was tasked by the Town of Seabrook, NH to develop adaptation strategies to protect areas of the town at risk of flooding due to climate change. The elements of this project were to: 1) conduct research on present consensus estimates of sea-level rise affecting the New England coast; 2) review approaches taken by other states and communities in responding to this threat; 3) develop maps identifying the areas of increased risk to flooding from sea-level rise specific to Seabrook; and 4) identify the various regulatory and non-regulatory options that should be considered by Seabrook to protect it from this potential risk.

Impacts of Global Warming on Hurricane-Related Flooding in Corpus Christi, Texas
June 2009
An analysis of impacts to Corpus Christi, Texas was undertaken to help understand and quantify the potential impacts of global warming on coastal flooding and related damages. The city’s location on the Gulf of Mexico makes it particularly vulnerable to climate change impacts. If sea-level rise projections and the hurricane intensification scenarios used in this analysis are realized, significant increases in flood levels are projected, especially under higher emissions scenarios. This is projected to lead to major economic consequences resulting from increased property damage and displacement of families and businesses.

Silver Jackets
The Silver Jackets programs brings multiple federal agencies together to work with state, local, and tribal partners to help them better prepare for natural disasters and reduce flood risks. The goal of the program is to help create a state-led interagency team that can leverage multiple different programs and develop more holistic solutions. Common participating agencies include hazard mitigation, emergency management, floodplain management, natural resources management. Federal agencies often include the US Army Corps of Engineers, the Federal Emergency Management Agency, the National Weather Service, and the US Geological Service.

Confusion Hill Bypass in Mendocino County, California
2009
The California Department of Transportation (Caltrans) completed the Confusion Hill Bypass project to reduce the vulnerability of Highway 101 in Northern California to landslides. Between 1996 and 2003, Caltrans spent a total of $14 million repairing and maintaining a 2-mile stretch of the highway. In the winter of 2002/2003, Highway 101 was closed 10 times due to landslides. Caltrans identified landslides and flooding as constant challenges in Caltrans District 1, which includes Confusion Hill in Mendocino County.

Elevated Ventilation Grates for New York City’s Subway System
2009
New York City’s Metropolitan Transit Authority (MTA) installed raised ventilation grates at 25 different locations throughout the city in order to reduce flooding of their subway system. Similar strategies could be used for underground highway assets, such as tunnels, where ventilation systems are at risk of flooding.
