Climate Mapping for a Resilient Washington Tool

The “Climate Impacts for a Resilient Washington” tool was developed by the Climate Impacts Group (in partnership with the University of Idaho’s Research Data & Computer Services for web development) to provide easily accessible climate information for decisionmakers working on resilience in Washington state. The tool is primarily intended for local governments, state agencies, and other officials who are considering resilience plan changes and submitting grant applications; and GIS professionals, planners, engineers, outreach specialists, and other technical staff members.

Louisiana Adaptive Governance Initiative
November 2022
Following the directives issued in Executive Order JBE 2019-19, which aimed to improve the state’s resilience in the face of changing environmental conditions, Louisiana’s Adaptive Governance Initiative (AGI) was developed to build government capacity and identify ways in which coastal changes will impact the work and responsibilities of various state agencies. The AGI developed various tools to assist agencies in identifying ways in which coastal change will impact their specific resources and responsibilities, and address how they might adapt to those vulnerabilities.

New York Clean Air, Clean Water, and Green Jobs Environmental Bond Act

South San Francisco Zoning Code - Flood Plain / Sea-Level Rise Overlay
October 2022
In October 2022, the South San Francisco, CA City Council, updated its zoning code to incorporate a Flood Plain/Sea Level Rise (SLR) overlay district intended to “mitigate the impacts of sea level rise, and protect the health, safety, and welfare of residents of [South San Francisco]. ” The additional purposes of the overlay district are to “limit the potential impact of coastal flooding and erosion patterns on coastal development,” adapt to climate change, create adaptation strategies with a priority on long-term resilience, “establish standards consistent with the San Mateo County Flood and Sea Level Rise Resiliency District,” introduce “flood-proof” construction to South San Francisco, and restore creek ecologies to build resilience.

Maryland Senate Bill 630 (2022): Maryland Department of Emergency Management - Office of Resilience
October 1, 2022
On October 1, 2022, Maryland Senate Bill 630 took effect, establishing the Maryland Office of Resilience within the Department of Emergency Management and creating a Chief Resilience Officer (CRO) to coordinate resilience efforts across state government. The Bill, which is codified in the state’s Public Safety Code in a new Subtitle 12, requires the Office of Resilience, led by the CRO, to coordinate across state agencies and local governments to “build resilience to risks identified in the Maryland Hazard Mitigation Plan.

North Carolina Executive Order 266 (2022): Updating the North Carolina Uniform Floodplain Management Policy for State Construction

California SB 198 (2022): Climate Adaptation Grant Programs for Local and State Transportation in California

Greauxing Resilience at Home: A Collection of Lessons and Case Studies from Louisiana and Beyond

This report is composed of 24 individual case studies developed by Georgetown Climate Center to support, Greauxing Resilience at Home: A Regional Vision, a collaborative partnership effort with Capital Region Planning Commission in Louisiana. These case studies describe best and emerging practices, tools, and examples from Louisiana and other U.S. jurisdictions to make progress on the complex and interrelated challenges of housing, flooding, and resilience. These case studies are intended to provide transferable lessons and ideas for regional and local governments addressing housing and mitigating flood risk as integrated parts of comprehensive community resilience strategies. Collectively, these case studies present a suite, although not an exhaustive list of tools and approaches that can be used to facilitate any of these efforts.

Greauxing Resilience at Home — Miami-Dade County, Florida: Little River Adaptation Action Area Plan

The Little River Adaptation Action Area (AAA) plan was released in January 2022 as part of the process to implement the Miami-Dade County Sea Level Rise Strategy. Adaptation Action Areas are locations that are especially prone to climate impacts like coastal flooding so that they can be prioritized for funding and planning purposes. The Little River AAA is made up of parts of the City of Miami, as well as the Village of El Portal and two unincorporated areas. Identified as one of the communities in that area most susceptible to climate impacts, Miami-Dade County’s Office of Resilience, in collaboration with Florida’s Department of the Department of Environmental Protection and private partners like Savino-Miller Design, developed the adaptation plan to address existing conditions across five sectors by offering distinct adaptation tools that can help mitigate the impacts of climate within each sector. From this plan, local policymakers and planners can take the generalized idea behind AAA — and the practice of making adaptation plans more specific to localities — as well as the specific projects and programs recommended within the document and implement them in their own communities. This case study is one of 24 case studies featured in a report written by the Georgetown Climate Center, Greauxing Resilience at Home: A Collection of Lessons and Case Studies from Louisiana and Beyond.
