Climate Resilience Data Challenge - NASA, USGS funding

In December 2014, NASA in partnership with the U.S. Geological Survey (USGS) offered more than $35,000 in prizes to citizen scientists for ideas that make use of climate data to address vulnerabilities faced by the United States in coping with climate change. The Climate Resilience Data Challenge was conducted through the NASA Tournament Lab, a partnership with Harvard University hosted on Appirio/Topcoder. This funding opportunity was open until March 2015.

HUD Choice Neighborhoods Planning and Implementation Grants

The U. S. Dept. of Housing and Urban Development (HUD) issues both planning and implementation grants through the Choice Neighborhoods program. Planning grants can be used to develop comprehensive neighborhood transformation plans to identify strategies for revitalizing housing, coordinating and delivering support services, providing educational opportunities, and improving neighborhood assets. Implementation grants support those communities that have undergone a comprehensive local planning process and are ready to implement their Transformation Plan to redevelop the neighborhood.

New Jersey Energy Resilience Bank Grant and Loan Financing Program Guide

Created using $200 million of Community Development Block Grant – Disaster Recovery funds from the Department of Housing and Urban Development (HUD), the New Jersey Energy Resilience Bank (ERB) provides funding for new or retrofitted distributed energy resources (DER) technologies that allow facilities to continue to operate at critical load in the event of losing power because of extreme weather. This holistic approach to enhancing energy infrastructure resiliency in New Jersey was established following Superstorm Sandy.

Microsoft Climate Data Initiative
July 2014
In response to President Obama’s Climate Action Plan, Microsoft offers the Climate Data Initiative (CDI) Award program. This program supports the CDI’s goals of preparedness for and resilience to climate change impacts.The Microsoft Azure for Research program granted 12 months of free cloud computing resources to 20 awardees selected. Each award provides up to 180,000 hours of cloud computing time and 20 terabytes of cloud storage to be used for the project.

HUD National Disaster Resilience Competition

One-time funding opportunity (this competition closed in January 2016 when thirteen winning proposals were selected)
In a one-time funding announcement, the U.S. Department of Housing and Urban Development (HUD) allocated $1 billion in federal disaster recovery dollars through the National Disaster Resilience Competition (NDRC). The competition was announced on June 14, 2014 and the winners were announced in January 2016. This resource is a good example of how a grant program can be used to spur innovative resilience projects, it also demonstrates a model for reforming procedures for conducting benefit-cost analyses to account for the social and environmental benefits of resilience projects.

New York State Bridge Scour Program
January 2014
New York has announced a program to upgrade 105 critical bridges across the state by repairing existing scour damage and increasing resilience to future damage from floods and extreme weather events. The Bridge Scour Program will ensure that the essential transportation infrastructure remains safe and provides access for emergency responders during the severe weather events that have become more common in New York and may further increase in frequency and severity under future climate conditions.

Reimagining New York for a New Reality - Transportation Investments

In January 2014 during the State of the State address, New York’s Governor Cuomo announced a plan to invest $17 billion to rebuild New York’s infrastructure, including transportation systems, more resiliently in light of increasingly frequent extreme weather events. The comprehensive rebuilding program includes major reconstruction of the transit system, renovations to many old bridges, a new extensive weather detection system, and creation of a fuel reserve and backup power for gas stations along critical routes.
