Managing Climate Change Refugia for Climate Adaptation

Supported by the California Landscape Conservation Cooperative (CALCC) and the Southwest Climate Science Center, the study "Managing Climate Change Refugia for Climate Adaptation” provides specific steps to help identify and manage climate refugia - or resilient and climate-stable havens for plants, animals, and fishes. Climate change refugia, here defined as “areas relatively buffered from contemporary climate change over time that enable persistence of valued physical, ecological, and socio-cultural resources” - need to be identified, managed, and conserved for at-risk species.

Buy-in for Buyouts: The Case for Managed Retreat from Flood Zones
2016
In this report, the Lincoln Institute of Land Policy and the Regional Plan Association present best practices for state and local governments to encourage residents and communities vulnerable to flooding to relocate from coastal and riverine areas through managed retreat. Based on the experiences of communities in New York, New Jersey, and Connecticut following Hurricanes Sandy (2012) and Irene (2011), the report summarizes the political, social, and economic challenges of using buyouts and acquisitions as an adaptation strategy.

Climate Action through Equity: The Integration of Equity in the Portland and Multnomah County 2015 Climate Action Plan

Climate Action through Equity, produced by the City of Portland, Oregon Bureau of Planning and Sustainability, provides an overview of how equity in Portland and Multnomah County was integrated in Portland’s 2015 Climate Action Plan. The case study educates users on city and county initiatives to serve communities of color and low-income populations, what actions the city took to support equity in the 2015 plan, and lessons learned from that process.

Financing High-Performance Infrastructure

The U. S. Department of Housing and Urban Development (HUD) issued a fact sheet describing ways that state and local governments can finance climate resilience investments using green bonds and other innovative financing strategies. Green bonds can be used to finance investments in and retrofits to infrastructure to increase community resilience, including investments in renewable energy and grid resilience, clean transportation, drinking and wastewater infrastructure, and more. The fact sheet provides a high level summary of some financing options including green bonds, catastrophe bonds, resilience bonds, and social impact bonds.

FHWA Resilience Pilots
FHWA supported the work of state Departments of Transportation (DOTs) and Metropolitan Planning Organizations (MPOs) to develop and pilot approaches for assessing the vulnerability of transportation systems to climate change and develop strategies for building resilience in the transportation sector. Nineteen pilot projects were selected and the pilot jurisdictions worked with FHWA's Climate Change and Extreme Weather Vulnerability Assessment Framework. This FHWA website includes the individual pilot studies for the pilot projects funded in 2013-2015 and webinars of the pilot teams discussing their work and their findings.

Coastal Climate Resiliency - Resilient Retail (New York City)

In the wake of Hurricane Sandy, New York City (NYC) was left with significant damage to its urban retail corridors. In response, the NYC Department of City Planning launched the Resilient Retail study to address commercial-infrastructure flood resiliency, particularly in retail corridors located within the city’s floodplains. This report offers detailed case studies of affected areas, documents the challenges of increasing flood resiliency within retail corridors, and suggests potential solutions.

Climate Change and Environmental Justice: Considerations for Transportation Decision-making

The Federal Highway Administration (FHWA) produced this overview describing how the impacts of climate change in the transportation sector can disproportionately affect environmental justice (EJ) communities. The report recommends considerations for transportation providers to ensure that climate adaptation measures do not exacerbate these impacts. The US Department of Transportation (USDOT) policy statement on climate change previously specified that USDOT will address inequalities and EJ issues related to climate change and adaptation efforts.

NWF - Natural Defenses in Action: Harnessing Nature to Protect Our Communities

The National Wildlife Federation (NWF) report, Natural Defenses in Action, discusses the role that nature-based approaches can play in reducing the impacts of weather and other climate-related hazards. The report contains 12 detailed case studies demonstrating how communities across the country are already successfully using nature-based infrastructure to protect against flooding, coastal storms, erosion, and wildfire. The report concludes that these nature-based approaches can be more cost-effective than traditional, man-made hazard-mitigation structures and measures, while offering additional environmental benefits.

Gleason Beach, California (Highway 1) Road Realignment Project
The California Department of Transportation (Caltrans) is proposing to realign a section of Highway 1 near Gleason Beach in Sonoma County to provide long-term protection from coastal bluff erosion threatening the highway and surrounding area. The highway provides the only access between Bodega Bay and Jenner communities and is the sole vehicular route north to south for coastal Sonoma County. Multiple efforts since the late 1990s have sought to stabilize the roadway in place via various measures to shore up the bluff, but these protective measures cannot offer a reliable long-term solution.

Adaptation Case Study and Information Exchange
Developed under the U. S. Environmental Protection Agency (EPA) Climate Ready Water Utilities (CRWU) initiative, the Adaptation Case Study and Information Exchange is a website featuring climate change adaptation strategies that water sector utilities are deploying across the country. The website has an interactive map linking to case studies produced by the EPA. Each point on the map represents a drinking water, wastewater, or combined utility that provides the climate threats facing the utility, as well as the corresponding adaptation measures that the utility considered for implementation.
